The contract solicits haulage, maintenance, and repair services for domestic household furniture and appliances handled by the Furniture Management Section (FMS) at RAF Lakenheath, Mildenhall, Feltwell, and several surrounding RAF locations in the UK. The scope includes the delivery, pickup, installation, disconnection, and repair of furnishings and appliances to and from government-designated residences within a 50-mile radius of RAF Feltwell. The contract is structured as a firm-fixed-price arrangement under FAR Part 12 for commercial services, spanning a five-year ordering period from December 1, 2026, through November 30, 2031, with a possible six-month extension. Multiple contract line items detail estimated delivery and pickup calls across various RAF bases, although pricing data is not furnished in the solicitation documents, indicating the final award value will depend on usage during the ordering period. The solicitation emphasizes strict adherence to federal regulations, including multiple FAR and DFARS clauses addressing areas such as anti-trafficking, cybersecurity, whistleblower protection, labor law compliance, and safeguarding covered defense information. Contractors must meet rigorous performance standards, including submitting daily schedules, maintaining a 90% on-time delivery/pickup metric, and complying with a Quality Control Plan monitored by a Quality Assurance Surveillance Plan. Security requirements are extensive, mandating background checks and vetting for base access under UK and U.S. regulations, OPSEC training, and return of government-issued badges. The evaluation criteria follow a lowest-price technically acceptable model, assessing management plans, quality control, mission essential plans, and past experience on a pass/fail basis, with price considered only for technically acceptable offers. Proposal submissions are strictly electronic, with precise format and page limits, and require registration in the System for Award Management. The government retains full authority over inspection, acceptance, and contract administration, with invoicing handled via the Wide Area WorkFlow system. Special contract conditions include continuity of essential services planning, compliance with host country work authorization laws, and strict anti-corruption and ethical conduct stipulations.
