The U.S. Coast Guard Surface Forces Logistics Center, Small Boat Product Line, is seeking qualified sources for the procurement of genuine Furuno Scalable Integrated Navigational Systems (SINS) and selected VHF communications equipment, as well as the repair of SINS equipment and FM8800s VHF transceivers. This requirement supports over 1,700 surface assets, including a wide array of boat classes such as the 26 TANB, 47 MLB, and various prototype and non-standard assets. To ensure exact fit, form, and function, the government requires that all parts be genuine Furuno components and all repairs be performed by authorized facilities according to OEM technical specifications. Managed by the Department of Homeland Security under solicitation HSCG4014R52001, this acquisition is pursued as a sole-source or limited-source procurement because the necessary technical and engineering data is proprietary to Furuno. Only the Original Equipment Manufacturer or its authorized distributors and repair centers are deemed capable of meeting these requirements. Interested sources must provide comprehensive engineering data and proof of capability to demonstrate that their parts meet the salient physical and performance characteristics required by the Coast Guard.

The United States Coast Surface Forces Logistics Center has a requirement for repair of Furuno Scalable Integrated Navigation System (SINS) equipment and selected Furuno communications equipment and the purchase of new parts. Parts are installed on over 1,700 Coast Guard surface assets which include, but are not limited to the following boats; 24 SPC-SW, 25 RB-S, 25 RB-HS, 25 TPSB, 26 TANB, 33 SPC-LE, 42 SPC-NLB, 45 BU, 45 RB-M, 47 MLB, 49 BUSL, 52 MLB, 55 ANB, 64 ANB. All parts supplied must be genuine OEM - no substitutes or aftermarket parts shall be accepted. All parts shall be preserved, packaged, and marked in accordance with Coast Guard specifications. It is anticipated to award a fixed-price Requirements-type contract consisting of one base year and four option years. It is Government's belief that only Furuno, the Original Equipment Manufacturer (OEM), or their authorized dealers/distributors/repair service centers can provide these supplies and services while ensuring exact fit, form and function, with existing equipment. All technical and engineering data is proprietary to the OEM and therefore is not available for release, therefore it is the Government's intent to solicit only to the Original Equipment Manufacturer (OEM), Furuno, and/or their authorized distributors. Concerns were given the opportunity to submit their capabilities in the Sources Sought Notice published on FBO on 07 NOV 2013. Request for Proposal (RFP) Number HSCG40-14-R-52001 shall be available for download from FedBizOpps on or about December 31, 2013. This date is ESTIMATED at best. It is the offerors responsibility to periodically check FedBizOpps on or about this date for availability. The due date for proposals is estimated to be January 31, 2014 but the final deadline for submission of proposals shall be established upon release of the solicitation. This synopsis is issued pursuant to FAR 6.302-1. For information regarding this acquisition, contact the Contracting officials listed herein.
