The Fusion of Cooperative Information Sharing for Uncrewed Air Systems (FOCISAUS) solicitation, number DAF27TZ01-DV003, is a total small business set-aside issued by the United States Air Force. The program seeks prototype-ready solutions to enable cooperative perception among distributed uncrewed air and ground sensing nodes. The primary objective is to develop a scalable system capable of selectively transmitting, compressing, and fusing sensor-derived information to reduce blind spots and improve situational awareness for autonomy software or human operators. Key technical requirements include the implementation of adaptive data transmission policies, real-time data fusion—such as point cloud or radar correlation—and the ability to maintain functionality under degraded or intermittent communication links. The award has a maximum value of 2,000,000 dollars and is structured as a Direct to Phase II effort. Proposals will be evaluated based on technical approach, qualifications of key personnel, and commercial potential. Successful offerors must deliver a functioning reporting prototype, fusion-enabled outputs for edge applications, and detailed performance results regarding latency and bandwidth efficiency. Administratively, the contract requires registration in the System for Award Management and compliance with projected CMMC Level 2 cybersecurity standards. Proposals must be submitted via the DSIP portal by October 28, 2026, and must include technical, cost, and commercialization volumes, along with required feasibility documentation.

Full Description

Distributed air operations increasingly depend on timely awareness of objects, hazards, and activities beyond the field of view of any individual platform. Cooperative perception offers a path to extend sensing coverage and reduce blind spots by allowing multiple platforms and supporting nodes to share sensor-derived information. Yet this benefit is limited by the large size of modern sensor data, the variability of wireless links, the need for rapid decision making, and the difficulty of combining observations from different platforms, geometries, and sensing modalities. This topic seeks prototype-ready solutions that build on prior feasibility work in distributed information sharing, compression, adaptive transmission, and sensor data fusion. The government is interested in capabilities that can select and transmit the most relevant information, manage latency and bandwidth constraints, and fuse data from multiple sources into improved perception outputs for autonomy or operator use. Offerors should address the data fusion aspect as a core requirement of the overall solution, whether through point cloud fusion, image or radar correlation, feature or object fusion, track association, or other mission-appropriate methods. Solutions should also describe how fused outputs are exposed to mission applications, edge processing nodes, or user interfaces. Approaches that can operate under degraded or intermittent communications and can scale across multiple sensing platforms are of particular interest. Prototype capabilities may include, but are not limited to: Distributed organization, naming, publication, discovery, or retrieval of sensor information; Adaptive data selection, fidelity control, compression, and transmission policies; Real-time or near-real-time fusion and correlation of data from multiple platforms or sensor types; Delivery of fused perception products to autonomy software, edge analytics, or mobile mission applications; and Measurable improvements in latency, bandwidth efficiency, blind-spot reduction, and detection or tracking performance.

Synthetic Training Environment (STE) Virtual Software (VSW)
Solicitation # STE-VSW-26-0006
The Army Contracting Command - Aberdeen Proving Grounds Orlando Division, on behalf of the Capability Program Executive Simulation, Training, Test and Threat, is issuing a Call for Solutions for the Synthetic Training Environment Virtual Software project. The objective is to acquire a rapid, cost-effective, and technically sound virtual software ecosystem to achieve four primary operational outcomes: a doctrinal gate to live fire, a true combined arms environment, full mission command concurrency, and an open system architecture with published SDKs and APIs. The procurement is structured into five capability lots, including Common Core Software and Enterprise Integration Support, with an estimated overall programmatic ceiling of 250 million dollars. The acquisition process utilizes a milestone-based funding structure under Other Transaction Agreement authority, beginning with a nine-month base prototype period to validate core software stability and hardware integration, followed by pre-priced option periods covering a five-year lifecycle. Evaluation is based on schedule, technical merit, and solution viability, with a heavy emphasis on the speed of delivering accredited Table II virtual collective gunnery capabilities. For the current phase, solution submissions for Lots 1, 3, and 5 are due by October 13, 2026, while Lots 2 and 4 have been deferred. Strict organizational conflict of interest rules prohibit any entity performing on Lot 5 from participating in Lots 1, 2, or 4.

STAR-FISH CALL 017 - Secure By Design
Solicitation # FA945326XA001
The Air Force Research Laboratory, Space Vehicles Directorate, is soliciting white papers under CALL 017 of the Space Technology Advanced Research - Fast-tracking Innovative Software and Hardware (STAR-FISH) program. This effort, titled Secure by Design Space Vehicle (SDSV), aims to mitigate cyber threats to critical national space missions, including Satellite Communications, Intelligence, Surveillance, and Reconnaissance, Missile Warning/Missile Tracking, and Positioning, Navigation, and Timing. The project involves the research, design, development, and demonstration of a cyber-hardened space vehicle system, featuring the construction of a space vehicle flat-sat and a corresponding cyber range, software hardening, and both ground-based and on-orbit experimentation. The procurement follows a two-step process, beginning with the submission of unclassified white papers and rough order of magnitude cost estimates due by 1600 MST on November 13, 2026. Selected offerors will then be invited to submit full proposals. The government anticipates awarding multiple Cost Plus Fixed Fee contracts with a total estimated funding of 14 million dollars distributed from fiscal years 2027 through 2030. Awards will include a base period and two option periods. Eligible offerors must operate under NAICS code 541715 and maintain an approved accounting system. Submissions must be made via DoD Safe using the provided template and include the company's Unique Entity ID and CAGE code. Evaluation will be based on a weight of scientific evidence approach, prioritizing technical merit, relevance to DOD missions, and cost realism. Security requirements range from CUI to Secret, and offerors must perform an Organizational Conflict of Interest analysis as part of their submission.

The Classified Access to Address Critical Technology (CLASS ACT) program is a 36-month adaptive pilot initiative managed by the Defense Innovation Unit (DIU) under 10 U.S.C. section 4022. The program is designed to expand the pool of nontraditional defense contractors capable of competing for classified contracts by sponsoring selected entities for Top Secret Facility Clearances (FCL). This process allows commercial innovators to better understand classified challenges and threats to adapt their technology for Department of War needs. Participation may result in the award of Other Transaction (OT) for Prototype Project agreements, which may provide a minimum of 2,500 dollars, or bailment agreements that provide temporary access to classified spaces to facilitate the FCL application process. Eligible applicants must be nontraditional defense contractors who do not currently possess a facility clearance. For capability and technology proposals, requirements include a minimum Technology Readiness Level (TRL) of 7, at least 10 million dollars in equity financing, annual revenues of at least 2 million dollars, and a lack of adversarial capital backing. Investor proposals are also accepted for those with a track record of average investments of 5 million dollars in national security-enabling companies. Submissions are required in the form of a five-page white paper and must include a CAGE code, SAM UEI, and certifications regarding SAM registration and nontraditional contractor status. Selected performers must adhere to the National Industrial Security Program Operating Manual and provide detailed capitalization summaries to disclose foreign ownership, control, or influence.
