FY 2024 Water and Sewer Line Replacement Project

The FY 2024 Water and Sewer Line Replacement Project is a citywide infrastructure upgrade initiative led by the City of Hayward Department of Public Works and Utilities in Alameda County. The scope of work involves replacing approximately 25,187 linear feet of water mains and associated appurtenances at 13 locations, specifically replacing cast iron and asbestos cement pipes ranging from 6 to 12 inches in diameter. Additionally, the project includes the rehabilitation of approximately 30,949 linear feet of sewer lines, manholes, and appurtenances across 29 locations, along with the reinstatement or replacement of service lateral lines for both systems. Construction will utilize a mix of open cut trenching and trenchless methods, including pipe bursting, Cured-in-Place Pipe, and micro tunneling, with an expected performance period of approximately 24 months. The project is subject to environmental oversight under CEQA, with a Mitigated Negative Declaration indicating no significant adverse effects provided specific mitigation measures are followed. Key requirements include archaeological monitoring to protect potential cultural resources and adherence to strict installation standards, such as maintaining a 10-foot horizontal separation from sanitary sewers. Necessary approvals and permits include a Construction Stormwater General Permit from the State Water Board, a Caltrans Encroachment Permit, and project review by PG&E for work within their right-of-way.
