AI Contract Overview
The Naval Sea Systems Command (NAVSEA) plans to award a sole source contract to Lockheed Martin Rotary and Mission Systems (RMS) in Moorestown, New Jersey, for lifetime support of the Aegis Weapon System (AWS) for Foreign Military Sales (FMS) customers from fiscal years 2027 through 2032. This contract will cover a range of services including Combat System Engineering, Logistics, Software Management, Installation and Check-out, In-Country Support, Staging Support, Early Start work, and Advance Studies. The support is intended for current and future vessels equipped with AWS that serve navies such as the Royal Australian Navy, Royal Canadian Navy, German Navy, Japan Maritime Self-Defense Force, Republic of Korea Navy, Royal Norwegian Navy, and Spanish Armada. The award is expected in the fourth quarter of 2026. Due to the complexity and specialized nature of the AWS support requirements, Lockheed Martin RMS is uniquely qualified as the original developer of the system and holds detailed knowledge of the designs and integrations specific to the FMS customer ships. This exclusive expertise justifies a sole source procurement under the authority of federal acquisition regulations. Interested subcontractors are advised to contact Lockheed Martin RMS directly. While the government will consider capability statements or proposals submitted within 15 days of the notice publication, this action is not a competitive solicitation, and submission costs are borne by the respondents. The government retains discretion on whether to pursue a competitive procurement based on the responses received.

Full Description
The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to contract with Lockheed Martin Rotary and Mission Systems (Lockheed Martin RMS) in Moorestown, New Jersey, for the procurement of FY 27-32 lifetime support requirements for Aegis Weapon System (AWS) Foreign Military Sales (FMS) customers, including but not limited to the Royal Australian Navy, Royal Canadian Navy, German Navy, Japan Maritime Self-Defense Force, Republic of Korea Navy, Royal Norwegian Navy, and Spanish Armada. The scope of work includes Combat System Engineering, Logistics, Software Management, Installation and Check-out, In-Country Support, Staging Support, Early Start work and Advance Studies to support current and future ships of foreign navies equipped with AWS. The anticipated contract will be awarded in or around the fourth quarter of calendar year 2026.
Due to the complexity of the AWS lifetime support requirements described herein, a contractor must have intimate knowledge of all Aegis system requirements, weapon specifications, and equipment design. As the original developer of AWS capabilities for the aforementioned FMS customers, Lockheed Martin RMS is the only contractor with detailed knowledge of and experience with the AWS designs as configured aboard the FMS customer ship classes, as well as the integration of both Aegis Combat System (ACS) elements and FMS customer-specific systems with the AWS. Accordingly, the requirements described in this notice will be procured from Lockheed Martin RMS on a sole source basis under the authority of 10 U.S.C. 3204(a)(1). Lockheed Martin RMS is the only known source possessing the requisite knowledge and ability to fulfill the Navy’s requirement to provide continued support for Aegis FMS customers without unacceptable delays.
Companies interested in subcontracting opportunities should contact Lockheed Martin RMS directly.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
