AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to establish Blanket Purchase Agreements for substance use treatment services with a primary focus on the Prosper, TX area, extending to other locations throughout the district including Longview, Sherman, Lewisville, and Texarkana. The base contract period runs from October 1, 2026, through September 30, 2027, with the government retaining the unilateral right to extend the agreement for up to four additional years in one-year increments under Clause 2-90D, a custom-drafted provision not derived from standard FAR clauses. Required services encompass substance use assessments, individual, group, and family counseling, as well as urine collection and testing and mental health treatment, all delivered by qualified professionals operating from facilities located within the designated catchment areas. Offerors must demonstrate their ability to provide services at pricing no higher than the rates charged to their most favored customer under comparable conditions, and all proposers must be registered in SAM.gov to be eligible for award. Notice of interest must be submitted by email to the designated team, and formal proposals are due on June 23, 2026, with the full Request for Proposal set to be published on the agency’s website on or after June 24, 2026. Evaluation is based on three non-weighted, non-rated criteria: geographic capability, professional qualifications, and price competitiveness, strongly implying a Lowest Price Technically Acceptable approach. The contracting office is located in Tyler, Texas, with oversight handled by senior probation officers, and no formal payment office or invoicing system is specified, though electronic submission through the agency portal is required. There are no set-asides, no security clearance requirements, and no mention of organizational conflict of interest provisions. Section K representations and certifications will be included in the full RFP and are not available in this presolicitation notice.
