The government retains the unilateral right to extend each agreement for up to four additional years in twelve-month increments under Clause 2-90D, Option to Extend the Term. Services include mental health assessments, individual and group counseling, dual diagnosis treatment, medication monitoring, and residential substance abuse programs, with specific line items designated for locations such as Celina, Lufkin, Orange, Longview, Sherman, Lewisville, Brownsboro, Denton, Texarkana, and Paris. Offerors must demonstrate the ability to deliver services within the designated catchment areas through an available and operational facility, employ qualified clinical professionals meeting established experience standards, and provide pricing that is equal to or lower than the rates offered to their most favored customer for comparable services under similar terms. The solicitation, numbered 0540-2027-0038 for Mental Health Treatment in Celina, TX, is managed under NAICS code 621420 with no socioeconomic set-asides, and all offerors must be registered in SAM.gov with a Unique Entity ID prior to award. The contracting office is located in Tyler, Texas, and while no formal evaluation weights, inspection protocols, or invoicing procedures are specified, the pricing requirement strongly indicates a Lowest Price Technically Acceptable award methodology. No specific payment office, COR, COTR, or detailed contract administration data is provided, but oversight is expected to be conducted by the Texas Eastern Probation Office team.
