AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is procuring mental health and substance use treatment services through a Blanket Purchase Agreement covering the period from October 1, 2026, through September 30, 2027, with an option for the Government to unilaterally extend the agreement in four sequential one-year increments totaling up to four additional years. The primary focus of this solicitation is on providing comprehensive outpatient and residential treatment, including mental health assessments, individual and group counseling, dual diagnosis support, and urinalysis collection and testing for federal defendants and individuals under supervision, with services specifically designated for the Longview, Texas catchment area under contract line item 0540-2027-0011. Offerors must demonstrate the capacity to deliver services within the designated geographic region through an operational facility, ensure all services are provided by qualified professionals meeting applicable licensing and experience standards, and commit to pricing that is equal to or lower than the rates charged to their most favored customer for comparable services under similar terms. Registration in SAM.gov is mandatory for award eligibility, and no set-aside preferences are available, making this opportunity open to all eligible entities regardless of size or socioeconomic status. All responsive proposals must be submitted electronically following the official Request for Proposals, which will be published on or after June 24, 2026, on the agency’s website at www.txep.uscourts.gov, with a submission deadline of June 23, 2026. Prior to submission, interested parties are required to notify the contracting team via email with their contact information. Evaluation will prioritize technical acceptability and cost, with pricing compliance being a mandatory condition rather than a subjective scoring factor, suggesting a Lowest Price Technically Acceptable approach. The Government retains full oversight through the United States Probation and Pretrial Services Office, with administrative contact managed from the Tyler, Texas office, though oversight responsibilities may involve senior probation officers including Nikki Stephens and Charley Fuller. No formal inspection criteria, packaging requirements, or invoicing specifications have been provided, and accounting details such as appropriation codes or remittance instructions are not included, reflecting a service-based procurement focused on clinical delivery rather than logistical or financial compliance. The absence of FAR-standard contract clauses or detailed evaluation weightings indicates reliance on the solicitation’s explicit requirements and the Government’s discretionary authority under the specified extension clause.
