AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to establish Blanket Purchase Agreements for substance use and mental health treatment services for federal defendants and individuals under supervision, with the initial contract period running from October 1, 2026, through September 30, 2027. The government reserves the right to unilaterally extend the agreement for up to four additional one-year periods under Clause 2-90D, Option to Extend the Term. Services under solicitation number 0540-2027-0012 are specifically targeted for delivery in Longview, Texas, and must include substance use assessments, individual, group, and family counseling, urine collection and testing, psychiatric evaluations, medication monitoring, and residential treatment as needed. Offerors must demonstrate the ability to deliver these services within the designated catchment area using an available facility, employ qualified professionals who meet required licensure and experience standards, and ensure that their pricing is at or below the rate offered to their most favored customer for comparable services under similar terms. The solicitation operates on a Lowest Price Technically Acceptable basis, meaning technical compliance is a threshold requirement and price is the primary determinant for award. All offerors must be registered in SAM.gov and obtain a Unique Entity ID, and proposals must be submitted by June 23, 2026, following the full Request for Proposals to be posted on or after June 24, 2026, on the agency’s website. No set-aside provisions apply, as the NAICS code 621420 is open to businesses of all sizes, with the small business size standard set at $15 million in average annual receipts. While payment, invoicing, and inspection protocols are not specified, the contracting office in Tyler, Texas, will oversee performance, with no formal COR, COTR, or PCO named in the pre-solicitation materials. There are no packaging, marking, or security clearance requirements outlined, and no attachments or formal evaluation weights are provided, with all technical and pricing criteria presented as mandatory eligibility conditions rather than graded factors.
