AI Contract Overview
The U.S. Air Force at Joint Base Charleston is seeking a qualified small business to repower and repair a single 26-foot Almar Sounder T-Top vessel under a firm-fixed-price contract, with all work required to be performed at a commercial repair facility located within 50 miles of the base to ensure logistical feasibility and participation in mandatory government-conducted sea trials. The contractor must remove all legacy propulsion and control systems and install two new 150 HP outboard engines, along with a compatible hydraulic steering system, tinned-copper marine-grade electrical wiring, dual AGM marine batteries, a USCG and ABYC-compliant fuel system, digital instrumentation meeting NMEA 2000 standards, and OEM-matched stainless steel propellers—all components being brand new and sourced with transferable manufacturer warranties. The work must strictly adhere to ABYC, USCG, COLREGS, and EPA regulations, with aesthetic and functional parity to original equipment required. The contract requires successful delivery of the vessel following a defect-free inspection and a government-led sea trial, with no contractor presence allowed during the trial. Completion of all work, including round-trip transportation of the vessel from and to Joint Base Charleston, is mandated within 90 calendar days of award. A 12-month comprehensive workmanship warranty begins at time of final acceptance, and no modifications to the scope of work are permitted without formal written authorization from the contracting officer. This procurement is a total small business set-aside under NAICS code 811310, with no pricing or line-item data available in the presolicitation phase; a formal Request for Quotation will be issued at a later date, and responses must be submitted by small businesses capable of meeting all technical, compliance, and geographic requirements.
