J045--Preventive Maintenance Services for Catalytic System at the Generator Farm at the VA Caribbean Healthcare System

The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 (NCO-8) intends to negotiate a sole-source Blanket Purchase Agreement (BPA) under the authority of the Revolutionary FAR Overhaul (RFO) 12.102(b) and 12.201-1(e)(3). The associated NAICS code for this service is 811310 with a size standard of $12,500,000 and PCS Code J045. The identified vendor is A.T.M. Sales or Service Incorporated, the original equipment manufacturer (OEM) exclusive authorized service provider for TRIM-NOX SCR in Puerto Rico.
The Facilities Management Service (FMS) requires Preventive Maintenance Services for the Catalytic System at the Generator Farm at the VA Caribbean Healthcare System.
The BPA holder shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items, and non-personal services necessary to perform preventive and corrective maintenance services to TRIM-NOX SCR Catalytic System at VACHS as defined in the Performance Work Statement (PWS).

Respondents must provide clear and convincing evidence that competition would be advantageous to the Government.
