Solicitation QMAC-CG-190002-D is a request for proposal issued by the General Services Administration for the Fiscal Year 2020 City Pair Program, aimed at procuring scheduled airline passenger transportation services. The program is organized into multiple groups of domestic air transportation markets, with detailed line-item schedules specifying origin and destination airport pairs, flight frequencies, minimum service requirements, and passenger counts. Offerors are required to use the City Pair Offer Preparation System (COPS) for the submission of their bids and must adhere to specific technical requirements, including the implementation of a 48-hour auto-cancellation rule for reservations. The procurement process includes comprehensive guidelines for subcontracting plans under FAR Subpart 19.7 and incorporates several amendments to address vendor inquiries regarding service availability, code-share agreements, and non-stop minimum service markets. Significant updates for the FY20 cycle include revised passenger volume thresholds, updated payment methods, and a deviation in the ordering and requirements clauses. Evaluation of proposals is based on specific factors outlined in the RFP, with a focus on pricing and technical capabilities across the designated route groups.
