The FY24 City Pair Program, managed by the General Services Administration Office of Acquisition Opera, provides government-wide passenger transportation services across more than 13,000 domestic and international airport or city pairs. The program serves nearly all federal agencies and authorized users, with a primary performance period beginning October 1, 2023, and ending September 30, 2024, including two option periods of two months and one month. To be eligible, air carriers must be approved by the Department of Defense, hold Federal Aviation Administration certification, and either participate in the Civil Reserve Air Fleet program or possess a Letter of CRAF Technical Ineligibility from the United States Transportation Command. The program has awarded contracts to eight carriers: Alaska Airlines, American Airlines, Delta Air Lines, Hawaiian Airlines, JetBlue Airways, Silver Airways, Southwest Airlines, and United Airlines. The procurement process involved detailed bid schedules across multiple groups and premium economy markets, focusing on passenger counts, service levels, and technical requirements. Key operational updates for the FY24 cycle include the implementation of the Contract Acquisition Lifecycle Management Solution and the City Pair Source Solution Module, as well as the enforcement of a 48-hour auto-cancellation rule for reservations managed through Travel Management Centers.
