COMBINED SYNOPSIS/SOLICITATION Blair Lakes Charter BPA This is a combined synopsis/solicitation for commercial services of Blair Lakes Flights services in accordance with (IAW) FAR Subpart 12.6 and FAR Part 13.105(b), supplemented with additional information included in this notice. This announcement constitutes the solicitation only; quotes are being requested and a written solicitation will not be issued. Solicitation FA500422Q0005 is issued as a Request for Quotation (RFQ). This solicitation is issued as a request for quote (RFQ). Submit written offers (oral offers will not be accepted), for aforementioned solicitation number. The Government will establish a blanket purchase agreement(s) resulting from this solicitation to the responsible contractor(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All firms or individuals responding must be registered with the System for Award Management (SAM) IAW FAR Subpart 52.204-7. This requirement is solicited as a 100% small business set-aside. The North American Industrial Classification System (NAICS) code associated with this procurement is 481111 with a small business size standard of 1,500 employees. The 354 Contracting Squadron at Eielson AFB, Alaska, intends to establish a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA) for the acquisition of fixed wing flight services to Blair Lakes as described in the Performance Work Statement (PWS). This requirement is five (5) years from establishment of the BPA(s) - with a Period of Performance (PoP) of 10 March 2022 through 9 March 2027 (approximately). In addition to the pricing schedule and the PWS, please find attached general terms and conditions of this BPA. If you are interested in establishing a BPA with Eielson AFB, please complete the attached pricing schedule of any and all items your company can supply, do not add any items to the list. Your prices should be as low as or lower than those charged to your most favored customers, including any discounts for prompt payment and delivery. Who is actually chosen for the agreement will be determined and based solely on pricing. Furthermore, pricing for the initial year of this agreement shall not be revised unless authorized by a Contracting Officer.
