The FY21 City Pair Program, managed by the General Services Administration Office of Acquisition Opera under solicitation 47QMCB20R0001, provides government-wide passenger transportation services across more than 12,000 domestic and international airport or city pairs. These requirement-type contracts are designed for use by nearly all federal agencies and authorized users, with a primary performance period of one year starting October 1, 2020, and including two optional extension periods of two months and one month. The scope of the procurement is strictly limited to passenger movement by scheduled certificated U.S. airlines and specifically excludes travel agent services. To be eligible for award, air carriers must hold appropriate Federal Aviation Administration certification and receive approval from the Department of Defense. Additionally, carriers must either participate in the Civil Reserve Air Fleet program or possess a Letter of CRAF Technical Ineligibility from the United States Transportation Command. The procurement process included a formal amendment to address vendor inquiries regarding code share partners, evaluation subfactors, international business class fare requirements, and scoring for specific line items.
