STATE OF THE ART (SOTA) MICROELECTRONICS (ME) ADOPTION BROAD AGENCY ANNOUNCEMENT (BAA) FULL TEXT GENERAL ANNOUNCEMENT
Solicitation # 26S1358
The U.S. Department of the Air Force, through SAF/AQC, is issuing a Broad Agency Announcement (BAA) numbered 26-S-1358 to advance the adoption of state-of-the-art microelectronics across national security missions. This BAA does not solicit proposals directly but serves as an umbrella framework for future Topic Calls published on SAM.gov and the Classified IC-ARC, which will define specific technical requirements, submission deadlines, and evaluation criteria. The initiative focuses on accelerating the development and integration of trusted, assured microelectronics technologies, particularly those leveraging Intel 18A process nodes and advanced packaging via Secure Enclave, to ensure enduring technological superiority. Five key mission areas are highlighted: advanced secure microelectronics design and production; next-generation assembly, packaging, and test; novel microelectronics for disruptive capabilities; advanced test, validation, and mission qualification; and building an accessible, affordable, and sustainable domestic microelectronics ecosystem. Topics range from AI/ML architectures and radiation-hardened designs to chiplet-based systems, secure test methodologies, edge computing, RF electronics, PNT resilience, digital twins, and open-standard chiplet libraries. Proposals or White Papers may only be submitted in response to individual Topic Calls, which may be either closed (with fixed deadlines) or open (accepting submissions continuously during a defined window), and may follow one-step or two-step processes. Awards, if made, will take the form of procurement contracts or Other Transaction Agreements (OTAs) for prototyping, follow-on production, or experimental purposes, with eligibility open to small businesses, traditional and non-traditional defense contractors, and research institutions. OTA awards require resource-sharing commitments and participation by nontraditional contractors, small businesses, or third-party funding. Proposals must not include classified information unless explicitly directed by a classified Topic Call, which may require SECRET or higher clearances and approved secure facilities. Data rights are anticipated to include Government Purpose Rights for technical data and software, with specific terms negotiated per call. All submissions must reference the BAA number 26-S-1358 and be aligned with the specified Areas of Interest in each Topic Call. Interested parties must actively monitor SAM.gov and IC-ARC for updates, as Topic Calls may be issued throughout the BAA’s open period—initially one year, extendable annually—and any associated costs for proposal development are considered indirect, not chargeable to resulting contracts.

ERIS Shopping Notice: High Duty Cycle High Energy Lasers (HEL) for SWaP-Constrained Systems
Solicitation # DARPA-SN-26-82
The Defense Advanced Research Projects Agency Strategic Technologies Office is issuing Shopping Notice DARPA-SN-26-82 to identify innovative, awardable solutions for moderate power high-energy lasers ranging from 100W to 20kW. These systems must be designed for size, weight, and power constrained platforms, such as Collaborative Combat Aircraft, unmanned aerial vehicles, and armored personnel carriers. The primary technical objective is to maximize duty cycle to enable successive firing over long durations, which requires novel engineering designs and system architectures that overcome significant cooling and heat exhaust challenges while maintaining beam coherence and wavelength flexibility. Active from June 4, 2026, to November 30, 2026, this search utilizes the Expedited Research Innovation System marketplace for rolling reviews, meaning awards may be made prior to the closing date. Interested parties must submit a video solution through the DARPAConnect ERIS Portal and provide a follow-up notification email to the Marketplace Coordinator. Evaluations will focus on the proposer's understanding of the current state of the art, the technical leap offered by the innovation, the combined expertise of the team, and the potential impact on both defense and commercial applications.

NASA provides this notice of an opportunity to participate in the Civilian Commercialization Readiness Pilot Program (CCRPP) for the FY24 award cycle of its SBIR/STTR program. The purpose for this notice is to provide interested contractors with time to locate investors for applications. The CCRPP was reauthorized under S.4900 - SBIR and STTR Extension Act of 2022, which was signed by the President on September 30, 2022, for another three years. The CCRPP accomplishes the acceleration of transitioning SBIR and STTR funded technologies to commercialization through a combination of additional SBIR/STTR program investment and NASA or non-NASA entity sponsor investment. NASA's CCRPP is available to all small business concerns that have either: Prior NASA SBIR/STTR Phase II awards resulting from Phase I awards starting in Program Year 2012 or later and whose Phase II period of performance is complete by February 20, 2024; Ongoing or completed NASA SBIR/STTR Sequential Phase II awards; and II-E options resulting from Phase I awards starting in Program Year 2012 or later, regardless of when their period of performance ends. Firms must not have received a CCRPP award (or equivalent awards that use the same authorities such as, but not necessarily limited to, Commercialization Readiness Program (CRP) awards) from any federal Agency for the Phase II technology associated with the Phase II award. Firms must also have secured an investor willing to contribute matching funding to the maturation of the technology detailed in the application of research related to NASA interests. Investor(s) must be external to the NASA SBIR/STTR Program, which may include such entities as another company, a venture capital firm, an individual investor, a non-SBIR/non-STTR government program, or any combination of the above. An external investor cannot include the owners of the small business, their family members, and/or "affiliates" of the small business, as defined in Title 13 of the Code of Federal Regulations Section 121.103. To be eligible, applicants must demonstrate maturation of the Phase II technology that aligns with NASA interests. The technology proposed for advancement toward commercialization should have a strong relevance to NASA's missions as well as a strong potential use by NASA and/or markets outside of NASA beyond the CCRPP investment. Eligible small business firms may submit a CCRPP application for the 2024 award cycle in response to this notice. If selected for award, NASA will match the investments with SBIR/STTR program funds between $500,000 and $2.5 Million for each CCRPP award. Applications must be submitted via the NASA SBIR/STTR Proposal Submission Electronic Handbook (EHB). The EHB will accept CCRPP applications from December 13, 2023 to February 20, 2024 at 5:00 PM EST. NASA will select those applications which are most meritorious and within the budget parameters stated above. Additional information and guidelines are available at the NASA SBIR/STTR website: http://sbir.nasa.gov/content/post-phase-ii-initiatives#CCRPP
