The Forests and Related Resources topic area aims to address the health, diversity, and productivity of the nation’s forests and grasslands to meet the needs of present and future generations through the development of environmentally sound approaches to increase productivity of forest lands, improve sustainability of forest resources, and develop value-added materials derived from woody resources. New technologies are needed to enhance the protection of the nation’s forested lands and forest resources and to help ensure the continued existence of healthy and productive forest ecosystems. Proposals focused on sustainable bioenergy and development of value-added biofuels from woody biomass and on the influence of climate issues on forest health and productivity are encouraged. Proposals that utilize nanotechnology in their approach to developing new wood-based products or that utilize wood- based nanomaterials are also encouraged. To meet the identified needs in forestry and wood utilization, the program’s long-term goals (10 years) are to achieve: increased utilization of woody resources for value-added products from wood healthy and sustainable forest ecosystems that are more resistant, resilient, and responsive to wildfires, the impact of pathogens and insects, and other disturbance events associated with climate improved environmental and economic methods of sustainable harvesting improved growth and yield of forest species that will lead to more efficient use of forested lands.

Fabrication of Custom Micropillar Arrays
Solicitation # 1333ND26QNB640352
Solicitation 1333ND26QNB640352 is a Request for Quotation issued by the National Institute of Standards and Technology (NIST) for the fabrication of custom, pre-sharpened micropillar arrays. These arrays are required for the Material Measurement Laboratory to develop reference materials for measuring phosphorus concentration in silicon using Atom Probe Tomography. The contractor will use silicon wafers provided by NIST to produce 100 coupons, each containing 25 posts, which must be fully compatible with the automated discovery and tip positioning functions of a CAMECA LEAP 6000XR instrument. Deliverables must be shipped FOB Destination to Gaithersburg, Maryland, and include detailed traceability documentation in a digital table format. This procurement is a Total Small Business Set-Aside under NAICS code 541713 for Research and Development in Nanotechnology. The government will award a single purchase order based on best value, where non-price factors—specifically technical capability and prior experience—are significantly more important than price. Technical evaluations will focus on the contractor's ability to manufacture high-aspect-ratio micro-structures with tip radii greater than 100 nm. Quotations must be submitted as a Firm-Fixed Price and include a technical narrative not exceeding 10 pages. Acceptance is contingent upon the Contracting Officer's Representative verifying that the coupons fit specific CAMECA holders and pass automated system tests.

STATE OF THE ART (SOTA) MICROELECTRONICS (ME) ADOPTION BROAD AGENCY ANNOUNCEMENT (BAA) FULL TEXT GENERAL ANNOUNCEMENT
Solicitation # 26S1358
The U.S. Department of the Air Force, through SAF/AQC, is issuing a Broad Agency Announcement (BAA) numbered 26-S-1358 to advance the adoption of state-of-the-art microelectronics across national security missions. This BAA does not solicit proposals directly but serves as an umbrella framework for future Topic Calls published on SAM.gov and the Classified IC-ARC, which will define specific technical requirements, submission deadlines, and evaluation criteria. The initiative focuses on accelerating the development and integration of trusted, assured microelectronics technologies, particularly those leveraging Intel 18A process nodes and advanced packaging via Secure Enclave, to ensure enduring technological superiority. Five key mission areas are highlighted: advanced secure microelectronics design and production; next-generation assembly, packaging, and test; novel microelectronics for disruptive capabilities; advanced test, validation, and mission qualification; and building an accessible, affordable, and sustainable domestic microelectronics ecosystem. Topics range from AI/ML architectures and radiation-hardened designs to chiplet-based systems, secure test methodologies, edge computing, RF electronics, PNT resilience, digital twins, and open-standard chiplet libraries. Proposals or White Papers may only be submitted in response to individual Topic Calls, which may be either closed (with fixed deadlines) or open (accepting submissions continuously during a defined window), and may follow one-step or two-step processes. Awards, if made, will take the form of procurement contracts or Other Transaction Agreements (OTAs) for prototyping, follow-on production, or experimental purposes, with eligibility open to small businesses, traditional and non-traditional defense contractors, and research institutions. OTA awards require resource-sharing commitments and participation by nontraditional contractors, small businesses, or third-party funding. Proposals must not include classified information unless explicitly directed by a classified Topic Call, which may require SECRET or higher clearances and approved secure facilities. Data rights are anticipated to include Government Purpose Rights for technical data and software, with specific terms negotiated per call. All submissions must reference the BAA number 26-S-1358 and be aligned with the specified Areas of Interest in each Topic Call. Interested parties must actively monitor SAM.gov and IC-ARC for updates, as Topic Calls may be issued throughout the BAA’s open period—initially one year, extendable annually—and any associated costs for proposal development are considered indirect, not chargeable to resulting contracts.

ERIS Shopping Notice: High Duty Cycle High Energy Lasers (HEL) for SWaP-Constrained Systems
Solicitation # DARPA-SN-26-82
DARPA's Strategic Technologies Office (STO) is utilizing the ERIS Marketplace to identify innovative, awardable solutions for moderate power high-energy lasers (HEL) ranging from 100W to 20kW. The primary objective is to develop systems capable of operating at a high duty cycle within size, weight, and power (SWaP) constrained environments, specifically for use in Stryker vehicles, armored personnel carriers, and Collaborative Combat Aircraft (CCAs). Key technical requirements include the ability to scale from 1-20 kW, wavelength flexibility, and phase control for beam tuning. A critical focus is placed on novel thermal management and cooling architectures to address heat exhaust and transport, ensuring the laser can be fired in succession for long durations while maintaining beam coherence and quality. These capabilities are intended for applications such as aircraft self-protection and counter-UAV or counter-rocket weaponry. This is an active search under solicitation DARPA-SN-26-82, with a response deadline of November 30, 2026. Submissions are reviewed on a rolling basis, and the government may make one or more awards prior to the closing date. Evaluation is based on the provider's ability to define the problem relative to the current state of the art, the level of technical innovation, the team's demonstrated expertise, and the potential impact on defense and commercial use cases. Interested parties must submit video solutions via the DARPAConnect ERIS Portal under the strategic systems topic area and notify the Marketplace Coordinator via email. Existing ERIS solution providers may also flag their current videos for consideration.
