The Air Force Office of Scientific Research (AFOSR) and Taiwan’s National Science and Technology Council (NSTC) have announced a three-year funding opportunity titled Frontiers in Materials and Nanostructures: AI-Driven Discovery, Quantum Geometry, and Energy-Efficient Information Technologies. This international research initiative focuses on basic scientific research, specifically targeting AI-driven materials discovery through the integration of artificial intelligence, physics-based modeling, and experimental feedback to accelerate the understanding of solid-state materials and nanostructures. The program requires a joint bilateral team consisting of one investigator from a US institution or Department of Defense laboratory and one counterpart from a Taiwan institution. The projected period of performance is from October 2027 to October 2030, with potential options to extend the award to five years. Funding for selected US Principal Investigators is capped at 150,000 dollars per year, with total program funding for the US set at 1.2 million dollars annually. The selection process is a two-step, merit-based competition evaluated on the weight of scientific evidence, prioritizing the likelihood of immediate results, potential for long-term breakthroughs, and relevance to Department of the Air Force and Space Force missions. Applicants must be registered in SAM.gov and provide a Unique Entity Identifier and CAGE code. Key compliance requirements include adherence to Gold Standard Science executive orders, mandatory research security training for covered individuals, and certifications against participation in malign foreign talent recruitment programs. All unclassified research results must be published in open literature.

This is a special Notice of Funding Opportunity Announcement (NOFO) sponsored by the Air Force Office of Scientific Research (AFOSR) and Taiwan’s National Science and Technology Council (NSTC), which will hereafter generally be referred to as “we, us, our, or AFOSR.” We announce the solicitation for a three-year program entitled “Frontiers in Materials and Nanostructures: AI-Driven Discovery, Quantum Geometry, and Energy-Efficient Information Technologies.”

The US Air Force-Taiwan Nanoscience Program is one of the Air Force Office of Scientific Research’s (AFOSR) International Research Initiatives. This international program is focused on shaping the direction and advancing the state-of-the-art in nanoscience research. Starting in 2002, grants were provided to Taiwan investigators to focus on basic research in specific nanoscience areas of interest as described by program managers at AFOSR or at the Air Force Research Lab (AFRL). In 2011 the program evolved to become a collaborative effort to pair US and Taiwan investigators to conduct basic science research on topics of common interest. In order to continue to provide opportunities for scientists to collaborate in emerging technology areas and to leverage their intellectual resources, AFOSR and NSTC are offering a new program dedicated to frontiers in materials and nanostructures in a variety of topic areas.

This is an open call with open competition; therefore, all applications are welcome. Initial applications (pre-proposals) must have two investigators - one from a US institution or DoD Lab, and one from a Taiwan institution. Teams consisting of a US investigator and his/her counterpart from Taiwan are invited to submit a joint pre-proposal (white paper) indicating what their collaboration could accomplish with three years of funding. Each US-Taiwan pair is to submit only one pre-proposal. The same pre-proposal is to be submitted to both AFOSR and NSTC. Please see the Eligibility section below for further details.

IMPORTANT NOTE: Applicants should be alert for any amendments that may modify the announcement. Amendments to the original Notice of Funding Opportunity (NOFO) will be posted to the Grants.gov Webpage: https://www.grants.gov/.

Notice of Intent to Award a Sole Source Order to The Pennsylvania State University
Solicitation # N66001-27-Q-6020
The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, intends to award a noncompetitive, Firm-Fixed-Price purchase order for noncommercial collaborative Research and Development services to The Pennsylvania State University (UEI: NPM2J7MSCF61, CAGE: 7A720). Under solicitation N66001-27-Q-6020, the project focuses on the fabrication, characterization, and exploration of two-dimensional (2D) materials for event-based imagery. The primary goal is to advance the state-of-the-art in event-based dynamic vision sensors to track high-speed targets, such as Unmanned Aerial Vehicles (UAVs), while adhering to ultra-low Size, Weight, and Power (SWaP) constraints. The Pennsylvania State University will be responsible for fabricating novel 2D materials, developing prototype devices, and optimizing those devices for packaging in collaboration with NIWC Pacific. This procurement is conducted under the authority of 41 U.S.C. 1905 and 3305, as implemented by FAR 13.101(b), and follows the Simplified Procedures for Non-Commercial Acquisitions. The applicable NAICS code is 541713 for Research and Development in Nanotechnology, with a size standard of 1,000 employees. While the government intends to negotiate solely with the university, all responsible sources may submit capability statements, comments, or questions via email to Stephen O'Neill by 1700 Pacific Time on November 10, 2026. All responding vendors must be registered in the System for Award Management (SAM) with a valid UEID and CAGE code.

STATE OF THE ART (SOTA) MICROELECTRONICS (ME) ADOPTION BROAD AGENCY ANNOUNCEMENT (BAA) FULL TEXT GENERAL ANNOUNCEMENT
Solicitation # 26S1358
The U.S. Department of the Air Force, through SAF/AQC, is issuing a Broad Agency Announcement (BAA) numbered 26-S-1358 to advance the adoption of state-of-the-art microelectronics across national security missions. This BAA does not solicit proposals directly but serves as an umbrella framework for future Topic Calls published on SAM.gov and the Classified IC-ARC, which will define specific technical requirements, submission deadlines, and evaluation criteria. The initiative focuses on accelerating the development and integration of trusted, assured microelectronics technologies, particularly those leveraging Intel 18A process nodes and advanced packaging via Secure Enclave, to ensure enduring technological superiority. Five key mission areas are highlighted: advanced secure microelectronics design and production; next-generation assembly, packaging, and test; novel microelectronics for disruptive capabilities; advanced test, validation, and mission qualification; and building an accessible, affordable, and sustainable domestic microelectronics ecosystem. Topics range from AI/ML architectures and radiation-hardened designs to chiplet-based systems, secure test methodologies, edge computing, RF electronics, PNT resilience, digital twins, and open-standard chiplet libraries. Proposals or White Papers may only be submitted in response to individual Topic Calls, which may be either closed (with fixed deadlines) or open (accepting submissions continuously during a defined window), and may follow one-step or two-step processes. Awards, if made, will take the form of procurement contracts or Other Transaction Agreements (OTAs) for prototyping, follow-on production, or experimental purposes, with eligibility open to small businesses, traditional and non-traditional defense contractors, and research institutions. OTA awards require resource-sharing commitments and participation by nontraditional contractors, small businesses, or third-party funding. Proposals must not include classified information unless explicitly directed by a classified Topic Call, which may require SECRET or higher clearances and approved secure facilities. Data rights are anticipated to include Government Purpose Rights for technical data and software, with specific terms negotiated per call. All submissions must reference the BAA number 26-S-1358 and be aligned with the specified Areas of Interest in each Topic Call. Interested parties must actively monitor SAM.gov and IC-ARC for updates, as Topic Calls may be issued throughout the BAA’s open period—initially one year, extendable annually—and any associated costs for proposal development are considered indirect, not chargeable to resulting contracts.
