FY26-27 SEWIP Block 3 Design Agent Engineering Support

Northrop Grumman Systems Corp. of Linthicum Heights, Maryland, was awarded a cost-plus-fixed fee and cost-only ceiling increase modification to contract N00024-22-C-5520 for the Surface Electronic Warfare Improvement Program Block 3 Electronic Attack systems Design Agent Engineering Support. This sole-source procurement, justified under 10 USC 3204(a)(1), provides an initial increase of $12,846,275, with a potential cumulative value of $52,011,440 if all options are exercised. The work is scheduled for completion by August 2026, with possible extension through August 2027. The scope of work focuses on Level-of-Effort engineering support for the Electronic Attack subsystem integrated within the AN/SLQ-32(V)7 system. Key responsibilities include Technical Data Package management, software updates, obsolescence mitigation, system engineering, and hardware design modifications to ensure the continuous deployment of electronic warfare capabilities for U.S. Navy surface vessels. Northrop Grumman was selected as the sole source due to its unique technical expertise and exclusive familiarity with the Technical Data Package, which the government determined was necessary to avoid unacceptable program delays. While the contractor performs the work, the government retains unlimited rights to all technical data.
