AI Contract Overview
The contract addresses the upgrade of the existing video surveillance CCTV system at the 507th Air Refueling Wing campus, specifically to enhance security and situational awareness for the Command Post located in building 1066. The current surveillance equipment and software have reached the end of their service life, limiting effective monitoring of critical areas including the facility, flight line, and alert ramps that support multiple major command (MAJCOM) missions. This upgrade is essential for safeguarding Air Force assets and personnel, allowing the Command Post to maintain a secure environment and fulfill its security mandate efficiently. The upgrade involves proprietary software and system architecture maintained by Motorola and integrated exclusively by Digi Security Services, the only authorized provider with access to the current licensed environment. Moving to another security provider would entail significant cost and operational challenges, including complete system reconfiguration and redeployment due to the proprietary nature of the system and infrastructure. The surveillance system operates on the Tinker AFB network and has previously undergone extensive security clearances, which took around 60 months for initial approval. This contract is a justification type under NAICS code 561621 and is managed by the Department of Defense office at Tinker AFB, Oklahoma, with De'Vonn Lyons as the primary point of contact.

Full Description
Upgrade to existing video surveillance CCTV system on the 507th Air Refueling Wing's campus to support the Command Post (CP) in bldg 1066. Current surveillance equipment and software has reached end of life. The lack of adequate video surveillance for the 507th ARW hinders situational awareness for the Commander, does not provide safety of both Air Forces assets and personnel, and prevents security of assets. The Command Post requires the ability to monitor assets and provide security for personnel. The product and services acquired from this effort will support the 507th ARW CP's mandated requirement for closed circuit viewing of the facility, the flight line, and the alert ramps supporting multiple MAJCOM missions of aircraft assigned to the 507 ARW on Tinker AFB.
The specific software for the security surveillance system is proprietary and solicitation from another security service provider will incur significant cost increases due to having to replace the entire camera system and infrastructure used by Digi Security Services on Tinker. The system configuration, architecture, and deployment design are proprietary to DIGI. The software is maintained by Motorola and they assign dealer licenses to integrators. DIGI is the only authorized integrator to provide support to the existing system. A new provider would not have access to the current licensed environment and would require full system reconfiguration and redeployment. The camera system operates on Tinker AFB network and was cleared by all applicable Air Force Information Technology entities for use. The initial approval timeline for the original installation took approximately 60 months to clear all security approvals.
