AI Contract Overview
The contract seeks to upgrade the existing video surveillance CCTV system at the 507th Air Refueling Wing’s Command Post in Building 1066 on Tinker AFB to address obsolescence and critical capability gaps. The current system, operated by Digi Security Services, has reached end of life, leaving the Command Post without adequate situational awareness for personnel, assets, and mission-critical areas including the flight line and alert ramps. These areas support multiple MAJCOM missions and require continuous, secure monitoring to ensure safety and operational readiness. The system is tightly integrated with proprietary software maintained by Motorola and deployed through a licensed dealer network, with Digi being the sole authorized integrator certified to support the existing infrastructure. Replacing the system with a different vendor would require complete reconfiguration, redeployment, and reapproval of hardware and software, due to the proprietary architecture and network integration that have already undergone a rigorous six-year security clearance process by Air Force IT entities. The upgrade is essential to maintain continuity of operations without disruptive system replacement. The contract is issued under NAICS code 561621 with solicitation number FA813626P0007 and is restricted to Digi Security Services under a sole-source justification, as any alternative provider would face insurmountable technical and financial barriers. Performance is focused at Tinker AFB, Oklahoma, with primary point of contact De’Vonn Lyons overseeing the effort. The system’s alignment with the Air Force’s cybersecurity standards and its role in mission-critical command functions make this upgrade a non-negotiable necessity to preserve operational security and command effectiveness.

Full Description
Upgrade to existing video surveillance CCTV system on the 507th Air Refueling Wing's campus to support the Command Post (CP) in bldg 1066. Current surveillance equipment and software has reached end of life. The lack of adequate video surveillance for the 507th ARW hinders situational awareness for the Commander, does not provide safety of both Air Forces assets and personnel, and prevents security of assets. The Command Post requires the ability to monitor assets and provide security for personnel. The product and services acquired from this effort will support the 507th ARW CP's mandated requirement for closed circuit viewing of the facility, the flight line, and the alert ramps supporting multiple MAJCOM missions of aircraft assigned to the 507 ARW on Tinker AFB.
The specific software for the security surveillance system is proprietary and solicitation from another security service provider will incur significant cost increases due to having to replace the entire camera system and infrastructure used by Digi Security Services on Tinker. The system configuration, architecture, and deployment design are proprietary to DIGI. The software is maintained by Motorola and they assign dealer licenses to integrators. DIGI is the only authorized integrator to provide support to the existing system. A new provider would not have access to the current licensed environment and would require full system reconfiguration and redeployment. The camera system operates on Tinker AFB network and was cleared by all applicable Air Force Information Technology entities for use. The initial approval timeline for the original installation took approximately 60 months to clear all security approvals.
