The contract involves the procurement of accreditation services for the Eastern Federal Lands Highway Division (EFLHD) of the Federal Highway Administration (FHWA), specifically targeting the maintenance of laboratory accreditation through the American Association of State Highway and Transportation Officials (AASHTO) re:source Materials Reference Laboratory (AMRL). This accreditation is critical for ensuring the quality and compliance of the EFLHD’s materials testing laboratories with established standards such as AASHTO R 18, ASTM C 1077, and ISO/IEC 17025. The services include annual participation in accreditation programs, on-site assessments, proficiency testing across a range of construction materials including asphalt, concrete, soils, and aggregates, as well as technical and administrative support to uphold rigorous quality management systems. The procurement is designated as a sole source under FAR Part 13, justified by the exclusive provider status of AASHTO re:source for these accreditation services, with an estimated cost of approximately $22,000. The solicitation, identified as RFQ No. 693C7326Q000003, is set for FY26 and emphasizes the importance of compliance with federal regulations and standards to ensure the laboratory’s testing capabilities remain valid and recognized. It is a small business set-aside, with a response deadline of November 5, 2025, and includes detailed scope of work documents that specify the requirements for participation in proficiency testing, assessments, and ongoing quality assurance activities. The contract aims to support the continued accreditation and operational integrity of the EFLHD’s materials testing laboratories, ensuring they meet the necessary regulatory and industry standards for construction material testing, thereby supporting transportation infrastructure quality and safety across the designated region.
