AI Contract Overview
The U.S. Army Corps of Engineers, Japan District, is preparing to issue an Invitation for Bid (IFB) for the comprehensive renovation of Military Family Housing Tower 4511 at Camp Courtney, Okinawa, Japan, under solicitation number W912HV26BA009. The project involves the complete interior and exterior renovation of 68 senior non-commissioned officer three-bedroom units, with an estimated value between $20 million and $50 million USD (equivalent to approximately ¥3 billion to ¥7.5 billion JPY). The contract will be awarded on a firm-fixed-price basis, with an anticipated award date in November 2026 and a performance period of 730 calendar days. This procurement is restricted to local Japanese sources only, meaning all offerors must be legally licensed and registered in Japan to perform construction work, with verification of their construction licenses through Japan’s Ministry of Land, Infrastructure, Transport, and Tourism. U.S. contractors not ordinarily resident in Japan are ineligible for U.S. Official Contractor status under the US-Japan SOFA, and all offerors must be actively registered in the System for Award Management (SAM) and must comply fully with Japanese labor laws, regulations, and business requirements. A mandatory site visit is scheduled for June 11, 2026, requiring all attendees to submit a completed SECNAV 5512/1 Base Access Form and supporting identification documents by June 3, 2026, to gain entry to the military installation. The solicitation requires a bid guarantee of JPY 300,000,000 and mandates submission of an original bid only, eliminating the prior requirement for an additional copy of the SF1442. A new Bid Cover Sheet has replaced the traditional SF1442 CLIN schedule. Compliance with updated clauses is critical, including 252.204-7025 requiring a CMMC Level I Self Assessment and 52.228-1, which now specifies the bid guarantee amount in Japanese yen. Performance bonds equal to 100% of the contract value are required in the form of Standard Form 25, issued only by approved sureties such as Treasury-listed companies or corporate sureties authorized by the Government of Japan; banks are explicitly prohibited as sureties. Payment bonds have been waived entirely. Contractors must adhere to stringent material specifications, including paint containers labeled with
