AI Contract Overview
The Department of War, through the Department of the Army acting as the Executive Agent, is conducting a Sources Sought/Request for Information (RFI) to gather industry input for a unified Emergency Mass Warning and Notification (EMWN) system. This system is intended to replace the current patchwork of disparate warning platforms with a comprehensive, single solution capable of delivering timely, reliable emergency alerts worldwide to all DoW personnel, including military, civilian employees, contractors, and eligible family members. The system must operate within a FedRAMP Impact Level 5 cloud environment, ensuring compliance with extensive cybersecurity standards such as DISA STIGs, FISMA, DoDI 6055.17, and the DoD Zero Trust Architecture. Deliverables include a full lifecycle management of a commercial off-the-shelf (COTS) solution during a five-year period (FY28–FY32), incorporating continuous availability of 99.95%, active-active failover with geographic redundancy, comprehensive multi-modal notification capabilities (email, SMS, phone, desktop alerts, mobile applications, and Giant Voice integration), and robust user management including dependent sponsorship for Common Access Card holders. This RFI emphasizes stringent security and operational requirements, mandating government oversight through a Contracting Officer Representative and 24/7 US-based service desk support with rapid incident response under 30 minutes. The system must maintain extensive audit logging, data retention compliant with the Privacy Act of 1974, and consistent patching aligned with CERT, DISA, and OEM advisories. The government retains full administrator access and insists on no custom development beyond integration of COTS solutions, maintaining control over all hardware, software, and cloud environments. Submissions must include a technical solution description, a detailed rough order of magnitude (ROM) cost estimate, and a migration plan for DoW’s existing user base. Respondents should address compliance with administrative and cybersecurity frameworks, demonstrate innovative and cost-effective approaches, and be prepared for a subsequent Best Value trade-off procurement process. The RFI specifically excludes packaging, physical inspection, and delivery of materials since the implementation centers on cloud-hosted digital services. The solicitation is managed by the W6EK Hqda Pmg office of the Department of Defense and requires responses by May 29, 2026, to proceed with future contracting actions.

Full Description
This Sources Sought/Request for Information (RFI) is a request to industry to provide information on a comprehensive Emergency Mass Warning and Notification solution that encompasses the services and tools required to provide Department of War (DoW) with a single, unified capability. This RFI is issued solely for information and planning purposes and for market research. It does not constitute a solicitation and shall not be construed as an offer, commitment, or obligation on the part of the DoW or Department of the Army (DA), or the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
Background
The Department of the Army is the DoW Executive Agent for Emergency Mass Warning and Notification (EMWN).
Currently, DoW organizations employ multiple disparate mass warning and notification products that do not efficiently communicate with each other or do not provide a capability that can clearly and transparently share emergency or mass warning information.
The Secretary of War has directed the implementation of a single, unified system capable of delivering timely, reliable alerts to all DoW personnel worldwide of local, regional, national or international events or situations. Such a system must remain compliant with applicable DoW policies, federal statutes, and regulations.
Objective
Through this RFI, the Army seeks to:
- Provide industry an overview of the Army’s current baseline EMWN capabilities and performance requirements;
- Enable industry to better understand DoW’s operational needs;
- Solicit industry feedback on efficient, cost effective, and innovative approaches; and
- Obtain rough-order-of-magnitude (ROM) cost and schedule data for commercial off-the-shelf (COTS) solutions that could meet or exceed the described requirements.
