The City of New York has a longstanding and ongoing commitment to supporting survivors of crime and abuse. In FY25, the Mayor’s Office to End Domestic and Gender-based Violence (ENDGBV) assumed oversight of the Crime Victims Assistance Program (CVAP) from previous oversight by the Mayor’s Office of Criminal Justice (MOCJ). Since CVAP was established in 2015, it has placed victim advocates for survivors of domestic violence and additional advocates for victims of every other category of crime in precincts and Housing Police Service Areas citywide. CVAP advocates provide non-judgmental support, crisis counseling, safety planning, help navigating the legal and financial challenges that can emerge after a crime has occurred, and information and linkages to community-based and government resources and services. In addition, CVAP has specialized advocates in each borough placed throughout NYPD’s Special Victims Division (SVD). These advocates work closely with SVD to provide information, resources, support and accompaniment to survivors throughout an investigation. Advocates often speak to a survivor before law enforcement, and can be present at interviews, court dates, and hospital visits to ensure system actors are adequately meeting a survivor’s needs. CVAP represents the City’s largest single investment in supportive services for victims and survivors of crime. To ensure this funding has maximal impact, ENDGBV is interested in reimagining CVAP’s service model to better meet the needs of New Yorkers impacted by crime, violence, and abuse. Through this Request for Proposals (RFP/RFx), ENDGBV, in partnership with the New York City Department of Social Services/Human Resources Administration (DSS/HRA), is seeking proposals from up to six (6) organizations to operate the CVAP program across six (6) competition pools – including one that operates citywide within all NYPD precincts and five that operate on the borough-based level. Individual organizations are permitted to apply for the citywide - NYPD competition pool and/or multiple borough competition pools but are required to submit separate solicitations for each competition pool of interest. DSS/HRA reserves the right to determine based on the proposer’s demonstrated level of organizational capability and the best interests of the City how many awards the proposer will receive.Additionally, ENDGBV is seeking providers that foster cultural responsiveness (i.e., attitudes, practices and policies that enable an organization to work effectively with staff and clients from different cultural backgrounds and identities), and value innovated principles and practices, including but not limited to hiring staff with lived experience and ensuring they are supported within the organization.Questions regarding this RFx must be transmitted in writing to the Agency Contact Person, Erica Gitsin at ENDGBVprocurements@cityhall.nyc.gov.
