FY26_Intent to Award Sole Source_Relocation of Existing Camera System

The 42nd Contracting Squadron at Maxwell Air Force Base, Alabama, intends to award a sole-source, firm-fixed price contract to Albireo Energy, LLC under FAR 6.302-1(a)(2) and Simplified Acquisition Procedures for the relocation of an existing camera system from Room 155 to Room 164 in Building 1404 at the Ira C. Eaker Center for Leadership Development. The contract requires Albireo Energy to provide all labor, materials, tools, equipment, engineering support, and technical expertise necessary to safely remove, transport, reinstall, and configure the system in full compliance with original equipment manufacturer specifications, the National Electrical Code, DoD security and cabling standards, OSHA regulations, and applicable Air Force instructions including AFI 31-218 and DAFI 31-101. All work must be performed exclusively by Albireo Energy or its authorized technicians to preserve the equipment warranty, and the contractor is responsible for ensuring the system achieves 100% operational functionality after installation through comprehensive testing of power, network, video feed, and recording capabilities. The performance period begins on June 15, 2026, with deliverables including an installation report, as-built documentation, and warranty information due upon completion, and all debris and unused materials must be removed and work areas restored to original condition. Access to the installation requires all personnel to be U.S. citizens, possess REAL ID-compliant credentials, and obtain pre-approval for unescorted base access under DAFI 31-101 and DoDM5200.02 protocols, with security briefings mandatory and identification passes to be returned upon contract closeout under penalty of delayed payment.
