FY26 Telecommunicator Training and Certification

The Commonwealth of Massachusetts State 911 Department, under the Executive Office of Public Safety and Security, is soliciting responses for the acquisition of specialized training programs, certification and re-certification courses, and associated tools and products for 9-1-1 telecommunicators. This blanket rate contract, identified as solicitation BD-25-1044-EPS90-1044E-109672, is designed to support telecommunicators across the state, including Public Safety Answering Points and Regional Emergency Communication Centers. The target start date is February 1, 2026, with an initial three-year duration and two optional three-year extensions, allowing for a maximum contract term of nine years ending January 31, 2035. Awards will be based on best value, with a strong preference for Small Business Purchasing Program participants. Evaluation criteria include the bidder's ability to meet specifications, business history, personnel qualifications, and the quality of the proposed course content.
