FY27 SUPG Grant

The State 911 Department of Massachusetts, under the Executive Office of Public Safety and Security, has released the FY 2027 Support and Incentive Grant (SUPG) solicitation, identified as BD-26-1044-EPS90-1044E-125755. This grant program is open to eligible Public Safety Answering Points (PSAPs), Regional PSAPs, Regional Secondary PSAPs, and Regional Emergency Communication Centers (RECCs). The program provides funding for enhanced 911 telecommunicator personnel costs, equipment, and related expenses, with a total program allocation of 40,491,171 dollars. Individual grant awards are tiered based on the applicant's 2024 911 call volume, ranging from 15,000 dollars for the lowest tier to 125,000 dollars for those with 100,000 or more calls. Additional funding may be available for annual maintenance contracts for Regional PSAPs and RECCs, as well as consolidation funding for Primary PSAPs. The performance period for the grant is from July 1, 2026, through June 30, 2027, and all goods and services must be received by June 30, 2027, to be eligible for reimbursement. Applications must be submitted by 5:00 P.M. on December 30, 2026, via mail, hand delivery, or the Commbuys portal; submissions via fax or email are not permitted. Evaluation is based on application completeness, budget reasonableness, and adherence to compliance, MassGIS reporting, and Continuity of Operations Plan (COOP) requirements. Payments are processed via Electronic Funds Transfer within 45 days of invoice receipt. Eligible personnel costs are restricted to those who are trained and certified as enhanced 911 telecommunicators.
