FY27-28 Adult Flu Vaccines

The Centers for Disease Control and Prevention (CDC) is establishing a multiple-award, firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the procurement of standard commercial adult influenza vaccines for individuals aged 19 and older. This initiative utilizes Section 317 vaccine purchase funds to provide vaccines to state and local health departments, ensuring access for populations at the greatest risk of under-vaccination. The aggregate maximum ceiling value for all contracts is 400 million dollars, with individual order quantities ranging from a minimum of 100 doses to a maximum of 6 million doses. The period of performance extends from the date of award through February 28, 2028, with a specific focus on deliveries for Fall 2027. Vaccines must be delivered F.O.B. Destination to centralized distribution locations in Olive Branch, Mississippi, and Clermont, Kentucky, and potentially to five CDC Occupational Health Clinic locations. All products must be manufactured under current FDA establishment and product licenses, adhering to Current Good Manufacturing Practice Regulations (21 CFR Parts 210, 211). Strict cold chain maintenance is required, including the use of electronic temperature monitoring devices for each shipment. Pricing is capped at the manufacturer's Provisional or Permanent Federal Ceiling Price as established by the Department of Veterans Affairs. Award decisions are based on a balanced evaluation of technical proposals, price, and past performance from the previous five years. Manufacturers and suppliers must agree to public disclosure of vaccine pricing and provide a comprehensive AI Compliance and Risk Management Plan if artificial intelligence is utilized in contract performance. The procurement process includes specific requirements for the Drug Supply Chain Security Act, including the provision of Transaction Information, History, and Statements. Invoicing is conducted via Electronic Data Interchange for the federal government, with payments processed through electronic funds transfer.
