FY27-BOE- Court Reporting Services

The District of Columbia Board of Elections is seeking an experienced contractor to provide professional court reporting services on an as-needed basis. These services support statutory requirements for monthly meetings, hearings, and pre-hearing conferences related to nominating petitions and referendums. The scope of work includes the provision of virtual, verbatim video, stenographic, and transcription services for depositions and special board meetings. All services must be performed by a court reporter licensed in the District of Columbia or another state, with a specific requirement for accuracy, speed, and familiarity with election administration terminology. The period of performance begins on the effective date of the Blanket Purchase Agreement and continues through September 30, 2027. This opportunity is set aside exclusively for Certified Business Enterprises and Small Business Enterprises. While prime contractors are generally required to subcontract at least 35 percent of the contract's dollar volume, those certified as small, local, or disadvantaged business enterprises are exempt from this requirement. The contractor must adhere to strict confidentiality standards regarding District employees and customers and comply with the District of Columbia Human Rights Act and Section 504 of the Rehabilitation Act of 1973. Invoicing must meet specific detailed requirements to be considered proper for payment, and the District maintains the right to inspect all deliverables to ensure they meet the highest grade of workmanship and quality.
