AI Contract Overview
The U.S. General Services Administration is soliciting bids for the Fiscal Year 2027 City Pair Program, a mandatory government-wide program providing scheduled air passenger transportation services by certified U.S. air carriers under 14 CFR Part 121 for domestic, international, and fifth freedom routes. The contract period begins October 1, 2026, or the date of award, whichever is later, and extends through September 30, 2027, with two optional one-month extensions through December 31, 2027, exercisable unilaterally by the government. Offerors must propose fixed-price fares that mirror commercial services provided to the public and must hold all required certifications, including FAA Part 121 certification and active participation in the Civil Reserve Air Fleet program or documented technical ineligibility. Proposals must be submitted via CALM CPSS, with separate deadlines for Group 1, Group 2, and Group 3 line items on March 4, April 10, and April 24, 2026, respectively. Evaluation methods differ by group: Group 1 uses a trade-off approach wherein technical quality significantly outweighs price, while Groups 2 and 3 follow lowest price technically acceptable methodology. Offerors must meet mandatory requirements including a unique entity identifier and CAGE code through SAM.gov, certify size and socioeconomic status, comply with ethics and whistleblower protections, and adhere to cybersecurity and information safeguarding standards. Amendments to the RFP have updated subcontracting requirements, incorporated new clauses on DEI discrimination compliance, modified economic price adjustments to include CP contract fare, and reorganized line items across groups. The proposal must include completed SF1449 and SF30 forms, a signed proposal checklist, and accurate representations regarding veteran employment, subcontracting plans if applicable, and organizational compliance with federal business conduct standards. All submissions and inquiries must use the GSA-provided templates and be directed to designated contacts, with no oral or late submissions accepted.
