AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is soliciting proposals under solicitation number 0540-27-0012 to establish Blanket Purchase Agreements for behavioral health treatment services, primarily focused on substance use assessment and counseling, to be delivered to federal defendants and individuals under supervision in the Longview, Texas catchment area. The agreements will commence on October 1, 2026, for a one-year base period, with the government retaining the unilateral right to extend the term for up to four additional one-year periods, for a potential total duration of five years. Proposals must be submitted electronically by July 27, 2026, and must demonstrate the offeror's ability to operate from an approved facility within the designated service area, employ staff meeting required licensure and experience standards, and offer pricing no higher than the lowest rates charged to their most favored customer for comparable services under similar conditions. The solicitation follows a Lowest Price Technically Acceptable (LPTA) evaluation method, where technical acceptability is a pass/fail threshold and price is the decisive factor among qualified offerors. Offerors are required to submit certifications including a valid Unique Entity Identifier from SAM, IRS Form W-9, and complete disclosures regarding staff qualifications, background, and compliance with ethical and security standards. Strict requirements govern staff changes, access to sensitive information, and prohibitions against conflicts of interest, including bans on employing defendants or current judiciary personnel. Services must be delivered in compliance with federal, state, and local regulations, using validated trauma-informed screening tools, and supported by detailed documentation including 90-day treatment plans, chronological case notes, and drug testing logs. Invoicing must be submitted monthly using the AO367 template, and contractors must adhere to data sanitization standards aligned with NIST SP 800-88. Failure to meet any mandatory technical requirements, provide pricing, or register in SAM will result in proposal rejection.
