AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is soliciting treatment services for federal defendants and individuals under court supervision via a Blanket Purchase Agreement with a base period from October 1, 2026, through September 30, 2027, and an option to extend for up to four additional one-year periods at the Government’s unilateral discretion. The primary services required include substance use assessments, individual, group, and family counseling, with performance expected to occur within the designated catchment area centered on Prosper, Texas. All proposals must demonstrate the ability to provide services through a functional facility, staffed by qualified professionals meeting specified credentialing requirements, and at prices no higher than those offered to the offeror’s most favored customer under similar conditions. The solicitation, numbered 0540-27-0009, will be posted on June 24, 2026, with responses due by July 27, 2026, and must be submitted electronically with proper formatting and all required certifications, including a Unique Entity ID from SAM.gov and compliance with security and reporting obligations. Selection will be made using a Lowest Price Technically Acceptable approach, where proposals must first meet mandatory pass-fail criteria in technical areas including facility availability, staff qualifications, service delivery protocols, and adherence to DSM and ICD standards, as well as compliance with risk assessment tools like PCRA and PTRA. Failure to meet any single requirement results in automatic disqualification. Offerors must also submit completed attachments such as the Staff Qualification Statement, Monthly Sign-In Log, Testing Logs, and an Invoice Template, while ensuring all sensitive information is encrypted, securely handled, and disposed of according to NIST SP 800-88 guidelines upon contract closeout. The Government retains the right to inspect services at the performance site, enforce strict reporting protocols for staff changes or criminal incidents, and require prior approval for any site modifications or subcontractor involvement. Pricing must be provided for specific line items including monthly volumes of assessments, individual and group counseling, and family sessions, with option year quantities and rates clearly defined. The contract does not involve packaging or marking requirements, and no set-aside provisions are applied, but offerors may self-identify as small businesses with socioeconomic designations. All performance is governed by federal procurement standards, and the Administrative Office of the U.S. Courts will serve as the billing and administrative entity.
