AI Contract Overview
The United States Probation and Pretrial Services Office for the Eastern District of Texas is soliciting proposals under a Blanket Purchase Agreement to procure substance use treatment services for federal defendants and individuals under supervision, with performance required in the Brownsboro, Texas catchment area. The base period of performance runs from October 1, 2026, through September 30, 2027, with the government retaining the unilateral right to extend the agreement for up to four additional one-year periods under Clause 2-90D, potentially extending the contract to five years total. Services must include substance use assessments and counseling—individual, group, or family—and must be delivered by licensed professionals meeting specified credentialing requirements, with facilities physically available and fully operational within the designated service area. All proposals must comply with the Lowest Price Technically Acceptable (LPTA) evaluation methodology, meaning offers must first pass mandatory technical thresholds related to staff qualifications, facility availability, service delivery capability, and adherence to federal and state regulatory standards, with award then going to the offeror submitting the lowest price that meets all requirements. Offerors must guarantee their pricing is no higher than the rates charged to their most favored customer for comparable services under similar conditions. Contractors are required to submit electronic invoices by the 10th of each month using the prescribed AO367 template and maintain accurate payment information in the System for Award Management, with payments processed via Electronic Funds Transfer. Performance metrics include quarterly treatment plans, timely submission of case files, completion of drug testing logs using bar-coded specimens, and immediate reporting of behavioral incidents. The contract mandates strict compliance with HIPAA and ethical standards for confidentiality, and requires contractors to provide staff qualification statements, monitoring reports, monthly sign-in logs, and adherence to specific program plans and billing templates. Security requirements include safeguarding sensitive information, data sanitization protocols, mandatory training for personnel, and immediate reporting of any incidents involving protected data. Any changes to personnel must be notified within three business days, and the government retains the right to reject individuals from performing work. Offerors must hold a valid Unique Entity Identifier (UEI) and be actively registered in SAM; subcontractor use triggers additional disclosure requirements. While no set-asides apply, the solicitation includes optional extensions for services under Clause 2-90C and emphasizes cost realism and avoidance of unbalanced pricing as key risk factors during evaluation. Attachments such as testing logs, policy questionnaires, and wage determinations must be referenced or provided as needed, and
