G2 Software License

Solicitation Number: NNS16584681Q This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and no other solicitation document will be issued. The NASA/SSC Office of Procurement intends to award a firm-fixed price contract for licensing to use G2, a Gensym product. NASA has been using a G2 development license of the G2 software platform to initiate development of the Gas House Autonomous System Monitoring. In addition to G2, NASA uses the Autonomous Operations Toolkit that has been developed by NASA using the G2 platform. The new license is needed to be able to use G2 operationally (run-time) as well as to continue implementations throughout the Gas House and other facilities. The item is to be "Name Brand" manufactured by Gensym. All items are to be new items. Used or refurbished items are not acceptable and will not be considered for award. It is not anticipated that there will be two (2) or more responsible small business concerns to provide competitive market prices, quality, and delivery for this requirement in accordance with FAR 19.502-2(a). This is a brand name commercial acquisition under the authority of FAR Part 12 and FAR Subpart 13.5. The Government believes only one brand name can provide the services that will satisfy the Agency's requirements. The NAICS Code and Size Standard are 541511 and $27.5M respectively.
