AI Contract Overview
The Naval Air Systems Command, through Program Management Activity 209, is seeking a sole-source contract for a Gen6 Lifecycle Sustainment Risk Assessment to support Collins Aerospace in evaluating sustainment capabilities for the AN/ARC-210(V) RT-2036(C) radio system. This effort includes obtaining a comprehensive risk assessment along with a mid-term and final brief that outline the status, preliminary findings, and final conclusions of the task. The procurement is justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 due to the proprietary nature of the system; Collins Aerospace is the exclusive provider of the technical data and support needed, making competition infeasible. The government has explicitly stated it will not fund development of alternative sources and has issued this notice solely for informational purposes, not as a solicitation for proposals. All inquiries must be submitted via email to Amy Parker by June 26, 2026, and must demonstrate clear and convincing evidence that competition would benefit the government. Subcontracting opportunities are to be pursued directly with Collins Aerospace. The contract is managed by the Naval Air Warfare Center Air Division in Patuxent River, Maryland, with performance expected in Cedar Rapids, Iowa.
