This exciting opportunity involves developing airfield-accessible land at the Bellingham International Airport (BLI) for General Aviation (GA) and aeronautical development. The Port of Bellingham (Port), the owner/operator of BLI, is issuing this Request for Proposals (RFP) for seven (7) separate sites. Submittals may contain a proposal to develop one of the sites or a proposal to develop multiple sites. For the Port to agree with a responsive proposer, the developments must comply with the general configuration and site utilization as provided in the Airport Layout Plan (ALP) of the Airport Master Plan. This is necessary to ensure that the development will be compatible with airfield operations and be approved by the FAA for an amendment of the approved ALP if needed (ALP can be reviewed here: https://www.portofbellingham.com/DocumentCenter/View/13616/BLI---ALP-Sheet-03-Revised Signed-2624). Significant deviation resulting in impacts to operational or control criteria or less than optimal utilization of the site will result in the proposal being deemed non-responsive and rejected. All improvements to the proposed parcels shall be at the respondent/developer’s cost. Development costs could include but are not limited to:Utility connections and extensions to existing services;Relocations and improvements of fence and gate for the proposed development and to secure the AOA;Apron pavement connection from existing apron pavement to building/hangar;Vehicular parking facilities andBuilding/hangar or other development construction. All proposed developments will require review by the Port of Bellingham and the Federal Aviation Administration for compatibility with land use development requirements and conforming to Federal Aviation Regulation (FAR) Part 77 height restrictions and Air Traffic Control Tower (ATC) line of sight analysis. Furthermore, proposed developments will require favorable environmental determinations through the Washington State Environmental Policy Act (SEPA) and the National Environmental Policy Act (NEPA) review process. The Port will be the sole judge as to which proposal best suits the Airport’s needs and requirements. Judgement shall be based on the following five (5) criteria: Usage of land area Developer experience Development schedule Developer’s financial capacityReferencesAny decisions by the Port, including canceling the RFP, shall be final, with no recourse for a claim of recovery of time, material, and costs that proposers may have accrued in the preparation of proposals or in conducting due diligence. The Port reserves the right to reject any and all Proposals.  Information provided in proposals is subject to the public disclosure laws and should be considered public information. It is incumbent upon the respondents to independently confirm the accuracy of all information contained within this RFP.
