The contract is performance-based with a five-year base period from October 1, 2026, through September 30, 2031, and a six-month option extending to March 31, 2032. Performance will occur at qualified service facilities and onboard vessels globally, with F.O.B. Destination terms applying to all deliveries. The contractor must assign a qualified Program Manager with specific engineering experience and shipboard maintenance familiarity, and comply with security protocols including potential Facility Security Clearances and DSS clearance requirements for classified work. All proposals must be submitted via email to designated Navy points of contact by 5:00 p.m. Eastern Time on June 19, 2026, must be unclassified, and must include completed attachments for representations, the NDA, and an acknowledgement of all solicitation terms; failure to meet any pass/fail gate—including exact adherence to Exhibit A labor categories or submission of required documentation—will render the proposal unacceptable. The government reserves the right to conduct facility site surveys and to issue task orders with priority ratings under DPAS regulations,
