A site visit is scheduled for Thursday, May 7th at 1 PM EST to provide prospective vendors with an opportunity to assess the location—USDA/APHIS/PPQ-BARC East in Laurel, Maryland—where services will be performed. The work involves maintaining two Kohler 750ROZD generators, IPS paralleling switchgear, and sixteen transfer switches within a BSL-3AG laboratory environment governed by 7 CFR 331 regulations, requiring compliance with strict biosecurity protocols. Four annual inspections are mandated, including one full-service visit involving replacement of fuel and oil filters and coolant inhibitors, with all work conducted between 7:00 AM and 3:00 PM Monday through Friday, and a 24-hour advance notice required for every visit. Vendors must submit detailed quotations including labor rates, mileage costs, minimum service visit fees, and response times, along with inspection reports that meet or exceed specified technical criteria covering cooling, lube oil, air intake, fuel, starting, exhaust, and automatic transfer switch systems. The acquisition has a 12-month base period with four optional 12-month extensions, totaling up to five years of potential performance. No contract value is disclosed, and no formal FAR Part 52 clauses, evaluation factors, or delivery terms are included beyond the statement of work and submission instructions. All communications must be directed electronically to Margaux Nenichka, the sole point of contact, with no telephonic inquiries accepted.
