Generator PM & On Call Services for COTA Facilities

The Central Ohio Transit Authority (COTA) is seeking an OEM-certified or authorized contractor for a five-year agreement running from December 1, 2026, through November 30, 2031. The contract covers comprehensive preventive maintenance, operational testing, diagnostic services, corrective repairs, and emergency response for six heavy-duty industrial diesel generators located at 1600 McKinley Avenue and 1333 Fields Avenue. Required services include quarterly, semiannual, and annual maintenance performed to manufacturer and NFPA 110 standards, with a strict 24/7/365 emergency dispatch capability requiring a two-hour technician arrival time and an eight-hour normal response time. Key deliverables include structured engineering reports for load tests due within five business days of completion and detailed electronic service histories. Award will be granted to the lowest responsive and responsible offeror based on the lowest evaluated price, with tie-breakers considering delivery capabilities, local stocking presence, and past performance. The contractor must maintain cybersecurity insurance of at least $2,000,000 per claim and provide a minimum 90-day warranty on parts and labor. Compliance with various federal and state regulations is mandatory, including Buy America, the Fly America Act, FTA Circular 4220.1G, and DBE program requirements. Payment is set at net 30 days from the date of receipt of itemized invoices.
