Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program
Solicitation # 10292026-LR-27
The Department of Energy, in partnership with the National Nuclear Security Administration, has announced the Bolstering Underutilized Industry by Leveraging Technology Transfer (BUILTT) pilot program. This initiative, conducted by the Nevada National Security Sites, Y-12 National Security Complex, and Kansas City National Security Campus, aims to assist qualified U.S. small and medium-sized businesses in manufacturing low-volume, high-impact technologies developed by DOE/NNSA Labs, Plants, and Sites. These technologies, which include specialized optical imaging, radiation and chemical sensing systems, precision electrical components, and advanced materials, often have limited commercial markets but are critical for government mission requirements. Under the program, selected businesses may receive a Cost Reduction License (CRL) for a nominal fee, granting them the rights to produce specified technologies for sale to the DOE, NNSA, and other government customers at pre-negotiated prices. Eligibility is limited to U.S.-based SMBs, with preference given to those near participating sites or those with SBA 8(a) or HUBZone designations. Interested parties are evaluated based on their technical and manufacturing capabilities, financial capacity, and ability to meet regulatory and security requirements. Responses must be submitted to the Technology Partnerships and Intellectual Property Office by April 1, 2027, and are categorized under NAICS code 541715.

NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT EXTENSION National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) hereby gives public notice of the intent to negotiate a sole-source contract pursuant to the authority of Federal Acquisition Requirements (FAR) 13.501, for a one-year extension to contract 1305M219PNFFN0238 with Commonwealth Scientific and Industrial Research Organization (CSIRO). Southeast Fisheries Science Center (SEFSC) has been to conducting a genetic mark-recapture experiment (termed close-kin mark recapture) of Atlantic bluefin tuna to estimate the absolute abundance of fish spawning in the Gulf of Mexico with CSIRO. So far, the project has advanced in three phases over a period of four (4) years. Phase 1 (FY2019) involved genotyping larvae and adults collected from the Gulf of Mexico and Mediterranean Sea from 2016 and 2017 to measure the relatedness between individuals. This was important to estimate how many spawners can be identified from the genetic information of their offspring (i.e. parent-offspring are termed close-kin). This approach served as a method for tagging individuals known to have recently spawned in the Gulf of Mexico, without the need to handle the large, mature fish prior to capture by fisheries. Phase 2 (FY2020) has genotyped additional individuals from both natal populations (Mediterranean and Gulf of Mexico) and developed statistical models to assign individuals to a stock of origin. This information was critical to accurately assign catches to a spawning population, and principal for accurate stock assessment. Phase 3 (FYs 2021, 2022 and 2023) has genotyped all available fish per year up to 2023 collections for parentage assignment (spawner close-kin mark-recapture) which allowed for the estimation of absolute spawner abundance, and a time series of absolute abundance for the entire study period (2016-2023). An additional year of sampling and analysis has been requested by SEFSC to begin in September 2023.
