The Research Development Contract (RDC) solicitation, numbered HM0476-23-R-0017, is a multiple-award, indefinite-delivery/indefinite-quantity (ID/IQ) procurement planned by the National Geospatial-Intelligence Agency (NGA) to support geospatial intelligence (GEOINT) research and development efforts. The contract aims to provide R&D services, including development and testing of GEOINT software and hardware prototypes, technology insertion into major system acquisition programs, and cloud support environments for government and contractor personnel. The contract's estimated ceiling value has been adjusted over time, currently around $790 million, with a performance period structured as a five-year base ordering period plus an optional two-year extension. Most work is expected to be performed at contractor facilities, with some requirements carried out at government sites and limited overseas support. The solicitation process is conducted through classified channels, specifically via the classified Acquisition Research Center (ARC), requiring interested offerors to hold TS/SCI clearance and classified ARC accounts. Updates and questions regarding the solicitation are only posted on the classified ARC, and proposal submissions must comply with instructions in the classified RFP. The bidding is fully open, with a small business subcontracting goal of 35%. The solicitation release has been updated multiple times, with the final version posted in June 2023, and proposals are invited following that release. Interested prime contractors were requested to express intent to propose by mid-May 2023, and further coordination is managed through designated points of contact at NGA. The RDC is positioned as the follow-on effort to the previous RECON contract and will support NGA, NSG, and allied missions in advanced GEOINT technology development and delivery.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
