The National Geospatial-Intelligence Agency (NGA) has issued a presolicitation notice for the upcoming Request for Proposal (RFP) for the Geospatial-Intelligence Data Transformation Service II (GDTS II) Program. This program focuses on validating, verifying, remediating, and transforming various ingested file-based geospatial data sources to enhance their searchability and discoverability within the National System for Geospatial-Intelligence (NSG) libraries and other repositories. A key feature of the GDTS II is its Full Motion Video (FMV) capability, which involves transcoding and segmenting FMV data for near real-time dissemination at multiple security levels. The contractor will be responsible for providing all supplies and services necessary to meet the functional and performance requirements of the Application Service Provider (ASP) system, which includes maintaining operational software, supporting a development and test environment, and integrating new as well as modified data sources. GDTS software must support multiple data sources and be adaptable to future changes regarding data ingest validation, remediation, transformation, and conditioning. This acquisition falls under NAICS Code 541512, with a small business size standard of $27.5 million. NGA intends this acquisition to be a full and open competition, with solicitation anticipated around June 30, 2015, and proposals expected by July 28, 2015. Interested parties are instructed to submit questions via email only and can access solicitation documents through the classified IC-ARC website, as no hard copies will be provided. The contracting points of contact are Dawn J. Cregger, Contract Specialist, and Demetrius R. Green, Contracting Officer, both based in Springfield, Virginia.

Full Description

On behalf of the National Geospatial-Intelligence Agency (NGA), this is a presolicitation notice regarding the upcoming Request for Proposal (RFP) for the Geospatial-Intelligence Data Transformation Service II (GDTS II) Program. The purpose of the GDTS is to validate, verify, remediate and transform ingested file-based data sources, regardless of specification, to allow for search and discoverability when data is stored in National System for Geospatial-Intelligence (NSG) libraries and other locations. In addition, the GDTS Full Motion Video (FMV) capabilities allow FMV data to be transcoded where applicable and disseminated in near real time at multiple security levels. GDTS clips FMV into segments and disseminates to NSG libraries for storage and access. The scope of GDTS II covers the baseline GDTS functionality for data sources. The contractor shall provide all supplies and services required to meet GDTS functional and performance requirements for Application Service Provider (ASP) functionality. The ASP component of the GDTS system consists of the operational software in support of data and the contractor development/test environment. The contractor shall maintain the operational software baseline, incorporate new data sources and incorporate changes to existing data sources. The GDTS software must support multiple data sources and adapt to future changes related to ingest validation, remediation, transformation, and other data conditioning efforts. The NAICS Code is 541512 with a small business size standard of $27.5M. NGA intends for this acquisition to be a full and open competition, with an anticipation of issuing a solicitation for this requirement on or about June 30, 2015, with a closing date for proposals on or about July 28, 2015. All responsible sources may submit proposals which shall be considered by the NGA. Questions concerning this announcement should be directed to the Contract Specialist using the e-mail link provided. Telephone requests for information or questions will NOT be accepted. Please email requests or questions to dawn.j.cregger@nga.mil and ensure that the subject line includes a reference to the GDTS II acquisition. All comments and questions submitted shall be clearly associated with a specific section and/or paragraphs. Interested parties interested in this effort may view information on the CLASSIFIED IC-ARC. The website is https://acq.nro.ic.gov. Interested vendors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website. Hard copies will not be made available.

Hattiesburg Clinic operates two high-availability (HA) pairs of next-generation firewall (NGFW) appliances one HA pair at the Support Services campus and one HA pair at the Orthopaedics campus, where the Clinic's secondary Internet circuit terminates
Solicitation # 4618-20260930092701
The Hattiesburg Clinic is seeking a full one-for-one refresh of its perimeter defense through solicitation 4618-20260930092701. The project requires the replacement of four end-of-life next-generation firewall (NGFW) appliances with two high-availability (HA) pairs, featuring redundant AC power supplies. One HA pair will be deployed at the Support Services campus and the other at the Orthopaedics campus in Hattiesburg, Mississippi. The solution must support core security functions including IDS/IPS, web/URL content filtering, LAN-to-LAN IPSec VPN tunneling, and User-ID/Active Directory integration. The contract mandates a minimum three-year term for both premium 24x7 vendor support and advanced threat prevention and URL filtering subscriptions. A critical requirement is the completion of the full cutover for both HA pairs within 90 days of contract execution or equipment delivery, with failover testing conducted to validate vendor-published convergence targets. Implementation services are to be provided on a fixed-fee basis and include rule-base normalization and VPN tunnel migration. Proposals will be evaluated based on price, implementation timeline, support model, and demonstrated capability. Submission requirements include a technical narrative, itemized pricing, a detailed implementation plan, and at least one reference customer of comparable size. Additionally, bidders must provide a signed and notarized Affidavit of Non-Collusion and an MBE/WBE vendor status disclosure if applicable. The response deadline is October 22, 2026, with submissions handled via the Mississippi Agency Bid Bank.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
