The National Geospatial-Intelligence Agency is awarding a sole source, firm fixed price contract to Google, Inc. for Geospatial Visualization Enterprise Services. The agreement provides the agency with unlimited access to Google Earth Enterprise service and client software, the creation of Google Earth globes for hosting by both the agency and Google, and access to unclassified underlying data via Open Geospatial Consortium service interfaces. This acquisition aims to expand existing geospatial visualization investments from secret and top secret networks to unclassified networks to support Department of Defense standardization. The period of performance begins on September 20, 2010, and runs through September 19, 2011, with two additional 12-month option years. Google was identified as the only source capable of providing the necessary compatible capabilities across networks, global access, and required software licenses. While this specific award is sole source, additional applications and services supporting the broader initiative will be competed through the Total Application Services for Enterprise Requirements contract vehicle.

Synopsis: GENERAL INFORMATION The National Geospatial Intelligence Agency, Reston VA intends to award a Sole Source contract to procure commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 - Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements. A Firm Fixed Priced Award will be made to Google, Inc., Mountain View, California, in accordance with the following Schedule of Supplies/Services on/or about 20 September 2010: NATURE OF ACQUISITION The National Geospatial-Intelligence Agency (NGA) has a sole source requirement: (1) to provide unlimited access to Google Earth Enterprise service and client software, (2) build Google Earth globes that can be hosted by NGA and Google, and (3) provide access to the underlying data at the unclassified level through widely-used Open Geospatial Consortium service interfaces. The Schedule of Supplies/Services provides for the period of performance from 20 September 2010 through 19 September 2011 and two 12-month option years. JUSTIFICATION This acquisition is for Commercial Geospatial Visualization Services for NGA. NGA has made a significant investment in Google Earth technology through the GEOINT Visualization Services (GVS) Program on SECRET and TOP SECRET government networks and throughout the world in support of the National System for Geospatial (NSG) Expeditionary Architecture (NEA). This effort augments the current NSG architecture by expanding the GVS and NEA investments to the unclassified network in support of Department of Defense (DoD) Geospatial Visualization Enterprise Services (GV-ES) standardization. The NSG, DoD, and Intelligence Community have made additional investments to support client and application deployment and testing that use the existing Google Earth services provided by NGA. Google is the only identified source that can meet the Government's requirement for compatible capability across networks, global access, unlimited processing and software licenses, and access to the Google Earth hosted content through widely-used Open Geospatial Consortium service interfaces. Additional applications and services to support the GV-ES initiative will be competed through the Total Application Services for Enterprise Requirements (TASER) contract vehicle. IAW FAR 5.207(c)(15)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All capability statements shall be received by 30 August 2010, 12:00 p.m. EST. Responses to this notice shall be provided in writing via e-mail to: Lynda Akerson at Lynda.m.akerson@nga.mil and copied to Richard Unis at Richard.e.unis@nga.mil.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
