Geotechnical Engineering Services

The City of Alamogordo is soliciting sealed proposals under RFQ 2025-01 for professional on-call Geotechnical Engineering Services to support Public Works infrastructure, including water, wastewater, and reclaimed water repairs. The selected firm will provide materials testing, field inspections, and certified geotechnical reports signed and sealed by a Professional Engineer licensed in New Mexico. All work must adhere to ASTM and AASHTO standards, and technicians must hold specific certifications, including NICET Level I, TTCP, and ACI Grade I. The contract requires a minimum of 1,000,000 dollars in professional liability insurance and mandates that laboratory equipment be calibrated to National Bureau of Standards traceability. Proposals must be submitted in a sealed physical package containing six hard copies and one electronic copy by 3:00 PM MST on May 21, 2025. Submissions are limited to 20 pages and must include a campaign contribution disclosure form, a non-collusion affidavit, and certifications regarding debarment and suspension. The City will utilize a best-value trade-off evaluation process, considering technical merit and price, with additional preference points available for resident veterans, local businesses, New Mexico businesses, and Native American-owned businesses. The resulting master agreement may be extended annually for up to four calendar years, with specific performance timelines governed by individual task orders.
