Giant Voice Ellsworth AFB - Sources Sought

This is a sources-sought notice issued by the Department of Defense for the engineering, design, furnishing, installation, and testing of a turn-key Giant Voice system at Ellsworth Air Force Base in South Dakota. The requirement calls for a fully integrated, weatherproof mass notification system that reuses fifteen existing utility poles and existing Motorola APX 6500 radios while replacing legacy equipment with new, U.S.-manufactured components. The system must deliver real-time intelligible voice alerts, tone signals, and music across the entire base, with compliance to MIL-STD-188-154A and other military telecommunications, grounding, and bonding standards. Integration with the Government-furnished AtHoc Emergency Notifications Management System is mandatory, requiring full support for CAP-compliant interfaces, RS232 communication, and secure FSK-encoded transmissions. All equipment must be manufactured and tested in the United States by a manufacturer that holds ISO-9001 certification and is designated as a Qualified Anti-Terrorism Technology under the DHS Safety Act. Respondents must demonstrate proven experience with similar DoD mass notification system installations, provide two verifiable performance references from the past ten years, and ensure that all personnel involved are factory-trained. The contractor must designate a dedicated Project Manager with direct authority to oversee the project from award through final acceptance and coordinate with base personnel at least fourteen business days prior to site access. All work will be performed on-site at Ellsworth AFB under strict operational constraints, including limited work hours, mandatory coordination for permits such as AF Forms 103, 332, and 813, and adherence to base security protocols. The system must meet precise acoustic performance criteria, including configurable sound directionality, downward tilt capability, and minimized sound bleed into surrounding communities. All deliverables—including acoustic coverage maps, as-built drawings, training materials, integration reports, and testing documentation—must be submitted for on-site inspection and acceptance by the Government. An optional four-year annual preventive maintenance contract may be exercised post-warranty.
