Industry Day Announcement Supply Chain Illumination
Solicitation # EB-27-102926
The Air Force Life Cycle Management Center, Armament Directorate (AFLCMC/EB) is conducting market research to identify a secure, scalable, AI-assisted federated data capability for supply chain illumination. The objective is to establish end-to-end visibility of critical munition supply chains, mapping from end items down to raw material origins across all subcontractor tiers. This capability is intended to identify risks such as bottlenecks, single points of failure, and foreign influence while providing near-real-time situational awareness through APIs and AI-assisted analytics, including machine learning and knowledge graphs. The initial focus will be on the Long-Range Weapons, Affordable Munition, and Adaptive Weapons portfolios, with the goal of integrating existing government, Service, and contractor data sources without replacing established systems. This initiative is currently in the pre-solicitation phase, as indicated by the informative posting for a virtual Industry Day scheduled for December 15, 2026. The announcement is not a Request for Proposal or a commitment to procure services but serves to gather industry feedback and identify mature commercial solutions. Interested contractors must register by November 16, 2026, by submitting company and attendee details to David Sanders. Following the Industry Day, the government may pursue further engagement through Requests for Information, white papers, or one-on-one live demonstrations to evaluate predictive analytics and risk assessment capabilities. Primary points of contact for this effort are Bryant Callahan and Patricia Chisholm.

Question: I am cleared to the appropriate level and we have the appropriate DoD Facilities Clearance, however neither I nor anyone in our company has a courier badge. Will a courier authorization letter from our Security Officer suffice? If so, what would you need to see in the letter? Answer: Yes. A one time courier authorization letter will be acceptable to pick up the solicitation package. The letter must be on company letterhead and state the name of the courier, the classification level to which the courier may carry, and that the courier has been briefed on courier responsibilities. The courier authorization letter must be signed by the company's Security Officer. It is suggested to send a copy of the courier letter to contact@example.gov for approval by a Government Security Officer. Question: [W]hat is meant by a small business sub-contracting plan? Since the size standard is $7.0 million, wouldn't the "Prime" be a small business? Are you suggesting by a the term "small business sub-contracting plan" adding more small businesses or bringing large businesses onto a team? Answer: A small business sub-contracting plan is needed for the proposal submission for businesses classified as an other than small business, not the eligibility statement submission. This requirement is full and open completion, not a small business set-aside.

Special Notice
Solicitation # DF-0001-26
The Defense Intelligence Agency has issued a special notice to announce the consolidation of security service requirements into a single Blanket Purchase Agreement under the Strategic Security Services (S3) BPA, justified under FAR 7.107-3(b) to enhance operational efficiency and align with evolving mission priorities. This bundling initiative consolidates multiple discrete requirements into one integrated vehicle to deliver comprehensive, multi-disciplined security solutions adaptable to dynamic threats across all DIA operational environments, including CONUS onsite, CONUS offsite, and OCONUS locations. The contract will be awarded as a hybrid vehicle allowing variable pricing structures—Firm-Fixed-Price for well-defined tasks and Time-and-Materials for scalable, personnel-driven services—to meet the variability of mission needs. Core services include police operations, information and personnel security, insider threat mitigation, firearms and canine team support, polygraph services, and program management, all requiring personnel with TS/SCI clearances and CI polygraph clearance as mandatory Go/No-Go criteria. The effort supports strict compliance with classified handling protocols and Controlled Unclassified Information protection standards, ensuring alignment with NIST SP 800-53 for security assessments and deliverables. The contract has a five-year potential duration, commencing approximately September 1, 2026, with a one-year base period, four one-year options, and a potential six-month extension, for a total of 60 months plus additional flexibility. Performance is centered in Washington, D.C., with nationwide and international coverage mandated across all DIA sites and operational theaters. Line items are structured to address CONUS onsite, CONUS offsite, OCONUS, surge capacity, and optional services, enabling responsive scaling to emergent threats. A mandatory small business participation commitment is embedded to fulfill socioeconomic objectives while maintaining the agency’s zero-fail security posture. All call orders will define their own acceptance criteria, deliverables, and contract types, ensuring flexibility in execution without compromising control. The procurement is conducted under NAICS code 928110 with additional qualifying codes, administered by the Virginia Contracting Activity, and the solicitation number is DF-0001-26. The total contract value is redacted, and no specific packaging, inspection, or payment details are provided beyond the overarching framework of integrated, cleared labor support tied to mission-critical security delivery.
