The Defense Health Agency (DHA) has issued a Sources Sought (SS) notice, HT9427-26-SS-0709, to identify qualified vendors capable of providing stewardship, coaching, alignment, and sustainment oversight for the Global Master Trainer Institute (GMTI) program. This initiative follows the successful FY26 implementation of a nationwide training infrastructure comprising 60 Master Trainers and 480 Facilitators across nine Defense Health Networks, and now seeks to ensure the long-term integrity, fidelity, and sustainability of the program using the proprietary IHE RELATIONS® training model. The SS is not a solicitation and will not result in a contract award; it is strictly for market research purposes to evaluate industry capabilities and determine whether a small business set-aside is appropriate. Respondents must submit a Capability Statement detailing their experience, organizational structure, and qualifications, including their CAGE Code, Unique Entity Identifier (UEI), small business status, and applicable NAICS code, with all submissions required to be electronic, in PDF format, and sent to Jennifer Burke at the DHA Contracting Activity by 1:00 PM ET on July 6, 2026. The response must not exceed 15 pages, and generic promotional materials are discouraged. The scope of work, if a contract follows, will span a base year and three option years, covering active stewardship, targeted support, and long-term sustainment oversight. Key deliverables include transition plans, quality control and assurance plans, monthly and quarterly progress reports, and annual stewardship and fidelity reports. Performance will occur across multiple U.S. and international military medical facilities, requiring contractor personnel to comply with strict DoD and DHA security protocols, including holding SECRET security clearances, completing the DHA Form 49 Non-Disclosure Agreement, and adhering to regulations such as DoDI 6025.18, HIPAA, and DoD 8570.01-M. The contractor must designate a Contract Manager and alternate with full authority to act on contractual matters, and any substitution of key personnel requires prior government approval. Financial accountability will be managed through the Web-Based Automated Workflow (WAWF) system, with invoice payment contingent upon successful reconciliation of Government Furnished Property via the PIEE/GFP Module. The estimated not-to-exceed amount for miscellaneous and travel costs ranges from $40,000 to $90,000 across all periods
