This justification provides the rationale for awarding a sole-source follow-on contract (number 80JSC026D0026) valued at $95,000,000 to The Charles Stark Draper Laboratory, Inc. The contract covers development, maintenance, and application of Guidance, Navigation, and Control (GN&C) products and services for the Aeroscience and Flight Mechanics Division (AFMD) within JSC's Engineering Directorate.

In accordance with FAR Subpart 5, NASA conducted market research to identify potential sources capable of meeting agency requirements:

  • Sources Sought Notice: Posted August 25, 2025; closed September 10, 2025
  • Intent to Sole Source Notice: Posted February 26, 2026; closed March 13, 2026

Both notices were published on the Government Point of Entry website (sam.gov) to gauge industry interest and capability to perform the required effort.

Based on responses received, the Government determined that only one responsible source exists capable of satisfying agency requirements. No other supplies or services will meet the technical and operational needs of this program.

For additional information regarding the decision to contract by other than full and open competition, please refer to the attached Justification for Other than Full and Open Competition (JOFOC) document.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
