The Defense Logistics Agency Energy Fuel Enterprise Service Delivery Building (FESDB) is preparing to issue a Request for Proposal for Government-Owned Contractor Operated (GOCO) services focused on alongside aircraft fuel delivery and fuel management at two Army airfields: Hunter Army Airfield (HAAF) in Savannah, GA, and Wright Army Airfield (WAAF) in Hinesville, GA. The contractor will be responsible for comprehensive fuel management duties, including operation and maintenance of bulk and retail fuel facilities, fuel inventory accountability, product receipts, automated dispensing key control, product quality assurance, environmental compliance, and security of facilities and computer systems. The scope also includes providing ground and aviation fuel operations, staffing with qualified personnel, and ensuring compliance with Army, DLA Energy, and applicable local, state, and federal regulations. The contract will be awarded through full and open competition under NAICS code 493190 with a value threshold of $27.5 million. It is anticipated to be a firm fixed-price agreement spanning an initial four-year period from December 1, 2020, through November 30, 2024, with a 5-year option and an extension option up to six months. The solicitation was projected to be released around mid-November 2019 with proposals due approximately 45 days later, and potential bidders must register in the System for Award Management and Wide Area Workflow platforms to participate.
