J--GOGA - NHL BALCLUTHA HAUL OUT

The National Park Service’s San Francisco Maritime National Historical Park is seeking a contractor to perform the haul-out, maintenance, and restoration of the National Historic Landmark full-rigged ship Balclutha, with work to be conducted at a commercial shipyard facility under a contract with a 120-day base performance period from haul-out, extendable through options up to a total contract period of September 1, 2026, to August 31, 2027. The scope encompasses vessel transit from Mare Island Naval Shipyard to the contractor’s facility, dry-docking with a minimum of 23 keel blocks and eight bilge blocks per side, and comprehensive maintenance including cleaning, inspection, repair, and coating of the hull, bulwarks, spars, decks, and all appurtenances, in addition to cyclic maintenance of ship systems. All work must comply with stringent specifications including SP-3 and SP-1 surface preparation standards, International Paint Technical Specifications, ABS Rules for Classification, USCG Navigation and Inspection Circular 7-01, SSPC standards, and Coast Lumber Inspection Bureau Grading Rules. Contractors are required to submit a detailed docking plan, lead dust mitigation and cleanup plans, steel surface repair recommendations, as-built documentation, and coating records, along with a Quality Control/Assurance Plan and a schedule presented in MS Project Gantt format with critical path analysis, milestones, and logic explanations. The solicitation requires full compliance with FAR clauses covering commercial item acquisition, ethical conduct, environmental management, subcontractor restrictions, accelerated payments to small businesses, and prohibitions on Kaspersky and American Security Drone Act-covered entities, with pricing evaluated on a best value basis under FAR Part 13 based on technical approach, past performance, and price reasonableness inclusive of all options.
